- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 140P4321R0002 and is issued as a Request for Quote (RFQ) in accordance with the requirements of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, using the procedures of FAR Part 13, Simplified Acquisition Procedures and FAR Part 37, Service Contracting. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-09 dated October 26, 2020. The FAC and FAR are available at https://www.acquisition.gov/FAR. The Dept. of Labor's Service Contract Labor Standards Wage Determination Numbers 15-4066 (Rev.-15), Saugus (attachment 0002) and 15-4066 (Rev.-15), Salem (attachment 0003), both dated 04/09/20 are applicable to this combined synopsis/solicitation. This RFQ is issued as a total small business set-aside. The North American Standard Industrial Classification System (NAICS) Code is 561730 Landscaping Services, with a U. S. Small Business Administration size standard of $8M. A current Contractor registration is required in the System for Award Management (SAM) website, https://sam.gov/SAM/ (formally CCR and ORCA). This is a Firm Fixed Price Request for Quote (RFQ) to provide labor & equipment for the rehabilitation of Salem Maritime National Historic Site (SAMA) Derby garden stone dust path, and path repair on SAMA Narbonne House path, and installation of steel border along pathways at both SAMA and Saugus Ironworks National Historic Site (SAIR). The awarded contractor shall be responsible for providing all supervision, labor, materials, equipment required to complete this work in accordance with the Statement of Work (Attachment 0001) and the applicable Service Contract Acts (Attachments 0002 and 0003). Contractors shall complete the Standard Form 1449 and submit quotes electronically to Todd Scola at Todd_Scola@nps.gov. Quotes are due on December 7, 2020 at 3:00PM local prevailing time. Questions shall be submitted via email to todd_scola@nps.gov. NOTE: Amendment(s) to the solicitation answering any questions relative to these documents will be posted at the Beta.SAM website (https:// beta.sam.gov), where attached documents may be accessed. Additional Attachments: Statement of Work (Attachment 0001), and DOL SCA WD 15-4066 (Rev.-15), Saugus (Attachment 0002) and 15-4066 (Rev.-15), Salem (Attachment 0003). The period of performance is December 14, 2020 to May 29, 2021. The Government anticipates awarding a Firm-Fixed-Price (FFP) contract resulting from this RFQ to the responsible offeror whose offer, conforming to the RFQ, will be most advantageous to the Government based on price and price factors only. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer.
