- INTENT TO AWARD SOLE SOURCE: The Centers for Medicare and Medicaid Services (CMS) intends to negotiate and award a sole source purchase order to the Joint Commission on Accreditation of Healthcare, 1 Renaissance Blvd, Oakbrook Terrace, IL 60181-4294 for a project entitled � Alpha Testing Phase for the Development of a Severe Obstetric Complications Outcome eCQM�.� TJC will commence and complete the alpha testing phase of the measure development process as it relates to the Severe Obstetric Complications measure. The Joint Commission and the Centers for Medicare and Medicaid Services (CMS) have been working collaboratively to develop this measure. This collaboration between TJC and CMS will allow both parties to leverage TJC�s existing project plan for alpha testing and implementation timeline, in order to ensure the timely development of the Severe Obstetric Complications measure. This measure seeks to enhance the area of quality measurement as it pertains to severe maternal morbidity within the hospital inpatient setting. � �Under the authority of FAR 6.301-1 10 U.S.C. 2304, Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements.� A justification and approval is currently being processed for this requirement. This requirement is intended as a sole source procurement because the Joint Commission has already developed a specific project plan and timeline for the development of this measure and work related to measure specifications is already in progress/near completion between TJC and CMS.����� CMS REQUIREMENTS: The Center for Medicare and Medicaid Services requires this area of quality measurement development since it aligns with the work and mission outlined within the CMS Measures Management System (MMS) Blueprint.����� NAICS CODES: The North American Industry Classification System (NAICS) is 813920 (Professional Organizations) and the size standard is 500 employees.�� INTERESTED PARTIES: All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. In order to qualify as a potential contractor for this procurement, the organization must provide technical literature describing their capability to effectively satisfy this requirement, as well as terms and conditions and a complete price quote within 15 days of this notice, to the following electronic mail address: phillip.harrell@cms.hhs.gov. The Government will not reimburse any bid or proposal costs as a result of this notice.� No solicitation exists and requests for a copy of the solicitation will be disregarded.� However, any future solicitation that will be open to competition will be subsequently issued on Beta.Sam.Gov in order to permit firms to respond.
