- Amendment 01 dated 4 November 2020, is to update the Altitude requirement under MIL-STD-810G�see paragraph 4.3 B).� 1 NOTICE � This Request for Information (RFI) is issued for informational purposes and market research only, it does not constitute a solicitation. The Government will not reimburse any company or individual for any expenses associated with preparing/submitting information in response to this posting. The information provided may be used by the Government in developing its acquisition strategy, statement of work/statement of objectives, and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained within their response. 2 SCOPE � The United States (US) Army Program Executive Office (PEO) Aviation, Product Manager Aerial Communication & Mission Command (PM ACMC) is conducting market research to identify possible sources capable of providing a modernized HF radio suitable for Army rotary wing aircraft. 3 INSTRUCTIONS TO POTENTIAL RESPONDENTS � Interested parties who desire to participate in this RFI are encouraged to submit responses that demonstrate they presently have the experience and devices with the technology maturity to answer this RFI. Responses shall include the following information and address the topics enumerated below. 3.1 Respondent Data � Company Name Address Point of Contact (include phone number and email address) CAGE Code Web Page URL State the country of ownership for the company. 4 Performance Requirements � Describe products manufactured by your company to meet the performance requirements shown below. If any part of this proposal requires a development effort, clearly describe the approach and estimated timeline. Explain where the unit is not compliant with the requirements below and discuss any plans to gain compliance along with the timeline. 4.1 Radio System Capabilities Wideband HF Voice per MIL-STD-188-141D Wideband HF Data per MIL-STD-188-110D 4G ALE per MIL-STD-188-141D Appendix G. 3G ALE per MIL-STD-188-141D Appendix C. 2G ALE per MIL-STD-188-141D Appendix A. Linking Protection per MIL-STD-188-141D Appendix B MELPe per STANAG 4591 LPC-10 SELCAL per ARINC-714. HF Email and Internet Protocol per MIL-STD-188-141D Appendix E Profile for HF Data Communications per STANAG 5066 External interfaces to include MIL-STD-1553B, Ethernet, USB and Serial. External interface for GPS and ASN-128B input. Supports DS-101 and DS-102 for programming and key loading Capable of providing PLI information Internal or External Type 1 Crypto. If External, must utilize the KY-100M. AES 256 Encryption. 4.2 Physical � Discuss the radio�s size, weight and power (SWaP) characteristics and how they have been minimized to the greatest extent possible without compromising performance of the unit. Minimal or no changes to current aircraft installations is significant. The current unit consist of three Line Replaceable Units (LRU) and the HF antenna, all powered by 28VDC aircraft power. Average power output settings are 10W, 50W and 100W Control Display Unit is used in non-bussed installations where the HF radio is not controlled by the platform Operational Flight Software (OFP). Current non-bussed installations are the UH-60A/L/V. The current Control Display Unit is 4.5� high by 5.75� wide and 8.65� deep to include connector protrusions and weighs 4.0 pounds. The unit is held in place by four Quarter-Turn Dzus Fasteners on two rails. Proposed Control Display Units must meet MIL-DTD-3900 for Night Vision Imaging System (NVIS). The Receiver-Transmitter is 7.65� high by 4.15� wide and 14� deep to include connector protrusions, and weighs 12.7 pounds. A tray mounted in the aircraft is used to secure the Receiver-Transmitter using two thumbscrews in the front and a lip in the rear. The Power Amplifier / Coupler is 7.28� high by 6.312� wide and 16.85� deep to include the connector protrusions, and weighs 18.75 pounds. A tray mounted in the aircraft is used to secure the Power Amplifier / Coupler using two thumbscrews in the front and a lip in the rear. The Power Amplifier / Coupler is mounted within 18� of the HF antenna feedthrough. 4.3 Environmental � Describe the control�s compliance with the following environmental specifications and specified tests below. If not compliant, discuss future plans to gain compliance. A) Requirements for the Control of Electromagnetic Interference (EMI) Characteristics of Subsystems and Equipment for EMI / Radio Frequency Interference (RFI) requirements as modified by ADS-37A-PRF. B) MIL-STD-810G, DoD Test Method Standard - Environmental Engineering Considerations and Laboratory Tests, for the following: a. Altitude: 25,000 ft Operational, 55,000 ft storage altitude b. Operational temperature: -54 to +71 C c. Thermal Shock: -85 to +55 C d. Humidity: <= 95% e. Dripping Rain f. Salt Fog g. Sand and Dust h. Fungus i. Shock and Crash Safety j. Explosive Atmosphere k. Decompression l. Vibration m. Acceleration C)� Human Factors based on MIL-STD-1472D Human Engineering, Design Criteria for Military Systems, Equipment and Facilities. 5 RESPONSES, COMMUNICATIONS, AND ADDITIONAL CONSIDERATIONS: � a. The Government may contact respondents to obtain additional information or clarification in order to fully understand a company's response. This may include discussions, site visits, demonstrations, etc. to further the Government's understanding of a proposed solution, as well as a company's understanding of the Government's requirements. � b. Responses shall not exceed 12 pages (including any cover page). Include technical and descriptive text, functional block diagrams, and illustrations to provide sufficient detail. The submitted documentation becomes the property of the United States Government and will not be returned. � c. Respondents shall clearly mark proprietary data with the appropriate markings. Any proprietary information received in response to this request will be properly protected from any unauthorized disclosure. Any material that is not marked will be considered publicly-releasable.� � d. When submitting a response, please be aware that the Army workforce is supplemented by contracted support personnel. Any proprietary data submitted may be handled by contract support services personnel who have signed the same Non-Disclosure Agreements (NDAs). � e.
