Description

Presolicitation/ Synopsis This is NOT a Request for Proposal. GSA/PBS Region 2: Geographic Regions to be Serviced The solicited requirement may result in, at a minimum,�three (3) Indefinite Delivery Indefinite Quantity Contracts to service the Upstate New York Region. Upstate New York is defined as the following counties in the State of New York:� Albany, Allegany, Broome, Cattaraugus, Cayuga, Chautauqua, Chemung, Chenango, Clinton, Columbia, Cortland, Delaware, Dutchess, Erie, Essex, Franklin, Fulton, Genesee, Greene, Hamilton, Herkimer, Jefferson, Lewis, Livingston, Madison, Monroe, Niagara, Oneida, Onondaga, Ontario, Orange, Orleans, Oswego, Otsego, Putnam, Rensselaer, Rockland, St. Lawrence, Saratoga, Schenectady, Schoharie, Schuyler, Seneca, Steuben, Sullivan, Tioga, Tompkins, Warren, Washington, Wayne, Wyoming, and Ulster. Requirement Description General Conditions of the Requirement: The anticipated contracts will be procured in accordance with the Brooks Act (Selection of Architects and Engineers Statute) as noted in FAR Subpart 36.6 (Architect-Engineer Services).� GSA anticipates the award of three (3) Indefinite Delivery-Indefinite Quantity (IDIQ) contracts for A-E Services.� Each awarded IDIQ contract will feature:� - Period of Performance: One (1) base with four (4) one (1) year option years� - Maximum Ordering Limitation (Maximum Contract Value): $10,000,000 - Minimum Guarantee (Awarded with the Base Year Only): $2,500.00� Based on GSA needs, at the time of award, the Government reserves:� - The right to award Single Award and/or Multiple Award - The right to make adjustments to the GSA procurement strategy as deemed necessary. Scope of Work The scope of work may include, but is not limited to, site investigations, site surveys, Feasibility Studies, Project Development Studies (PDS), Building Evaluation Reports (BER), Master Plans, concept designs, construction documents, Design-Build Bridging, Design-Build Scope Preparation, estimating services, procurement support, record drawings, constructability reviews, technical design reviews, construction administration services, shop drawing review and approval and construction site� inspections,� and� other A/E Services, to include incidental related work in support of Government administered construction contracts; facility investigations and research; and planning studies. Disciplines and expertise that� may be required to accomplish the scopes of the task orders include but �are not limited to: architecture, mechanical, electrical, plumbing, civil, structural, fire protection, life safety, security, blast, risk assessment, vertical transportation, space planning, real estate� market� analysis,� interior architecture, historic preservation, estimating, master planning, report writing,� quality� control� review, scheduling, surveying, LEED sustainability, BIM, 3-D rendering, code compliance, hazardous material removal, commissioning, and any additional requirements of other Federal Agencies.� Information to Interested Small Business Register in the Beta System for Award Management (SAM) database (www.beta.sam.gov).� Tentative Solicitation Issuance Date The Solicitation / Request for Qualification documents will be available electronically on or after 2-weeks from this notice, at the Government Point of Entry (GPE) located at Beta System for Award Management (SAM) database (www.beta.sam.gov).� Questions will be addressed once the solicitation has been posted.� �
