11/04/2020 -� A Draft Plans and Specifications for the Norfolk Harbor Inner Channels Deepening have been posted for the purpose of receiving industry feedback in order to help strengthen and clarify the Solicitation package.� The draft documents are for information purposes only and shall NOT be construed as the formal Solicitation.� Draft documents may be revised before the issuance of the Solicitation.� PLEASE NOTE:� No proposals are being requested in response to these draft documents and none will be considered. Formal Solicitation release date is estimated to occur in the next 6-12 months.� Questions and comments may be submitted to Ms. Dariya Walker, dariya.m.walker@usace.army.mil , before the response date given in this announcement.� The Government will not provide any responses prior to the release of the formal Solicitation.� Once the Solicitation is released a timeline for submission of questions will be established and responses will be at that time. The Norfolk District, U.S. Army Corps of Engineers, would like to invite dredging industry contractors to an Industry Day for the upcoming Norfolk Harbor Inner Channels Deepening requirements, the second planned segment and first Federal contract in the overall Norfolk Harbor Navigations Improvements Project. The event will be held via webinar on November 9, 2020, from 12:30 pm to 2:30 pm. Please RSVP for an email with webinar access instructions. Norfolk Harbor Navigation Improvements provide for the operational efficiency of commercial vessels by deepening and widening the channels between the Atlantic Ocean and the container and coal terminals located in Newport News, Norfolk, and Portsmouth.� The completion of the work will take place under multiple contracts. The Norfolk Harbor Inner Channels Deepening contract will include the deepening of three reaches (Norfolk Harbor Entrance Reach, Norfolk Harbor Reach and Craney Island Reach) from a nominal depth of 50� to 55� mean lower low water with an approximate dredge volume of 6.1 million cubic yards to be placed in the Craney Island Dredged Material Management Area. Overdepths include 1� of advanced maintenance and 1� of payable overdepth. An ultimate not-to-exceed depth is established allowing for an additional 1� of non-payable overdepth.� There is no solicitation at this time; the event is neither a marketing opportunity for businesses, nor will it promote upcoming projects. The purpose of the event is to seek dredging industry input regarding best practices and examples of past success on similar projects for the technical execution of the Norfolk Harbor Inner Channels Deepening contract. The event will begin with the District�s presentation of the Project�s environmental requirements, dredging areas, estimated quantities and dredged material placement considerations.� At the conclusion of the presentation, the District will facilitate a question and answer period. The District will document questions and answers and will consider them while preparing the final design and solicitation documentation. All interested parties, including prospective prime contractors, subcontractors and suppliers, are invited to attend and must pre-register by e-mail to Dariya Walker, Email: dariya.m.walker@usace.army.mil , using the attached registration form referencing the �Norfolk Harbor Inner Channels Deepening Industry Day� no later than 5:00 pm on November 4th, 2020. E-mail requests received after this due date and time will not be accepted. Additionally, telephonic requests will not be accepted.� Registration requests must include attendee name(s), company, daytime telephone number, e-mail address and your relation to the dredging industry. Registrants are encouraged to include suggested topics for discussion when registering. There is no fee to attend and webinar information will be distributed to the registered e-mail addresses. The Government will not be conducting one-on-one discussions related to any potential contracts or on- going work under contract during this event. This announcement is not a contract solicitation, request for proposal, promise to issue any future contract, forum to discuss upcoming work, nor commitment to offer work of any kind on the part of the Government. The Army will not assume liability for costs incurred by an attendee or for travel expenses for attending this Industry Day event.
