- Pursuant to the authority of FAR 6.302-5(a)(2)(i) and (c)(iii)(B), Authorized or required by statute, �Full and open competition need not be provided for when, a statute expressly authorizes or requires that the acquisition be made through another agency or from a specified source�To any contract requiring the National Academy of Sciences to investigate, examine, or experiment upon any subject of science or art of significance to an executive agency and to report on those matters to the Congress or any agency of the Federal Government.� The Agency for Healthcare Research and Quality (AHRQ), intends to issue a firm fixed price sole source award to: National Academy of Sciences 2101 Constitution Ave NW Washington, DC 20418 Under the Patient Safety and Quality Improvement Act (PSQIA) of 2005 42 U.S.C. � 299b-22(j), the Agency for Healthcare Research and Quality (AHRQ) is tasked to implement the Network of Patient Safety Databases (NPSD). The purpose of this requirement is to meet the statutory requirements as outlined in the PSQIA. First, the RTC must contain effective strategies for reducing medical errors and increasing patient safety. The report is also required to provide appropriate measures to encourage the appropriate use of such strategies, including use in any federally funded programs. Second, the draft report must be available no later than 18 months after the NPSD is operationalized (NPSD was operationalized June 2019, draft report must be made available December 2020), and the final report no later than one year after the draft becomes available (December 2021). Third, once the draft report is available, public comments must be solicited and the report must be submitted to the National Academy of Medicine (NAM) for review. The National Academy of Sciences (NAS) is the only organization that can do this work because they are a federally chartered non-profit corporation that provides, �on request of the United States Government, can investigate, examine, experiment, and report on any subject of science and art.�� NAS is a nonpartisan, independent, evidence-based scientific advisory with a history of bringing together diverse stakeholders for this purpose. The period of performance is December 1, 2020 - May 31, 2021 (6 months). This notice of intent is not a request for competitive proposals.
