- Description
- This is a Market Research Request (MRR) issued by the United States Central Command (USCENTCOM). USCENTCOM is conducting market research to determine the solutions available to address the prospective requirement described below and current costs for budgeting purposes. This is not a formal Request for Proposal (RFP) or Quote (RFQ) and no submissions will be accepted as official offers for a contract.�USCENTCOM will not reimburse respondents for any expenses associated with this MRR. Background and Prospective Requirement: � CENTCOM requires the following enterprise capabilities for Vendor Vetting: The Contractor shall provide an integrated discovery tool/solution for parsing through massive amounts of open web and dark web data sources to identify criminal or terror networks or relationships associated with foreign vendors seeking government contracts. The tool shall identify maligned actors and contractor�s relationship requiring human review/action to include but not limited to: Create time-based tracking of Company�s General Information when available (Registration, Physical address, email address, name variations, website and social media presence� and identification of corporate family)� Automatically identify anomalies in company information across multiple documents and generates alerts (e.g. Company A has two contracts but posted a different phone number for each contract). Monitor vendor provided banking transactions for anomalies Track timestamps of uploaded contracts Capability to continuously monitor online presence of the prime contractor and associated subcontractors as it changes with time and generates a suspicion index based on significant changes in entity information. ���The solution must be able to search various social media sites (such as Facebook,�� Twitter, etc.) and provide analytics on the content. The tool must comply with government security standards and be accredited or can obtain accreditation to operate on US Government Networks (Unclassified and Classified). The tool shall be FISMA-compliant (Federal Information Security Management Act) and compatible to operate on multiple domains while ensuring the data is securely stored with controlled access. The tool shall provide the capability to ingest all types of structured and unstructured data (PDFs, text files, hand written) and translate to a structured format for human review.�� The tool must provide English Translation capable of converting multiple languages (to include Arabic, Pashtun, Dari, Kurdish, and Turkish) from vendor provided PDFs, hand written images and text files applications. The tool shall provide a capability to compile search results of open source and dark web vendor searches into a digestible report via a user friendly interface. The solution and use thereof will not transmit, disclose or share data that directly or indirectly identifies USCENTCOM as the vetting party via any means of communication, metadata or logs/records. To support this request for quote, we require all proposed solutions to include detailed information to include hardware and software licenses required to support the solution, implementation costs and user and system administrator training and sustainment expenses broken out in a base year estimate plus four (4) additional years. Statement of Limitations 1.�USCENTCOM represents that this MRR, submissions from respondents to this MRR, and any relationship between USCENTCOM and respondents arising from or connected or related to this MRR, are subject to the specific limitations and representations expressed below, as well as the terms contained elsewhere in this MRR. By responding to this MRR, respondents are deemed to accept and agree to this Statement of Limitations. Respondents to this MRR acknowledge and accept USCENTCOMs rights as set forth in the MRR, including this Statement of Limitations. 2.�USCENTCOM reserves the right, in its sole discretion, without liability, to utilize any or all of the MRR responses in its planning efforts.�USCENTCOM reserves the right to retain and utilize all the materials, information, ideas, and suggestions submitted in response to this MRR. 3. This MRR shall not be construed in any manner to implement any of the actions contemplated herein, nor to serve as the basis for any claim whatsoever for reimbursement of costs for efforts expended in preparing a response to the MRR. 4. The submission of an MRR response is not required to participate in any potential future solicitation. 5. To the best of USCENTCOMs knowledge, the information provided herein is accurate. 6. This MRR is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this notice are not an offer and cannot be accepted by�USCENTCOM to form a binding contract.
