Description
Department of Veterans Affairs, NY Harbor Healthcare System (NYHHS), Network Contracting Office 2, is issuing this Notice of Intent to Sole Source in accordance with VAAR 819-7007 (a) in order to identify any potential sources that have the resources and capabilities to provide a comprehensive vehicle to conduct annual calibration of the Temp Trak temperature monitoring system. SERVICES REQUIRED: Contractor shall provide all materials, labor and travel to conduct on-site calibration services for the Temp Trak temperature monitoring probes at the Stratton VA Medical Center located in Albany NY. This system consists of ninety (90) transmitters; twenty-six (26) temperature/humidity probes and three (3) Ultra low temperature probes located throughout the Medical Center. This service does not involve connectivity of a device/system to the VA computer network and does not involve sensitive VA data. INTERESTED & CAPABLE RESPONSES: NYHHS NCO 2 is seeking responses from businesses that are interested in this procurement and consider themselves to have the resources, rights, and capabilities necessary to provide these services. Please provide all of the following in your response: Business name, business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), person of contact (including telephone number & email address), GSA Contract number if applicable, and DUNS number. Please also include the North American Industry Classification System (NAICS) Code for which you propose to do provide the service under for verification of your size standard. A Capability Statement which provides detailed, specific information that demonstrates understanding of the tasks required and capability to perform the tasks as stated in the attached Statement of Work. Failure to tailor capability statement to this specific requirement may result in your company being determined non-responsive. Responses must be submitted by 3:00 PM EST, November 17, 2020. Responses to the information requested above may be submitted via email to Monique.Paltan@va.gov. This Special Notice of Intent to Sole Source is for planning purposes ONLY. The results of this notice may assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted for this notice. STATEMENT OF WORK TempTrak Temperature Monitoring System Calibration BACKGROUND: The Department of Veterans Affairs, New York Harbor Health Care System (NYHHS) is seeking a contract to conduct annual calibration of the Temp Trak temperature monitoring system at the Stratton VA Medical Center in Albany, NY. This system consists of ninety (90) transmitters; twenty-six (26) temperature/humidity probes and three (3) Ultra low temperature probes located throughout the Medical Center. SCOPE OF WORK: Contractor shall provide all materials, labor and travel to conduct on-site calibration services for the Temp Trak temperature monitoring probes at the Stratton VA Medical Center located in Albany NY. This service does not involve connectivity of a device/system to the VA computer network and does not involve sensitive VA data. 1. Calibration: Contractor shall provide all needed test equipment to perform calibration of ninety (90) transmitters; twenty-six (26) temperature/humidity probes and three (3) Ultra low temperature probes located throughout the Medical Center. The scheduling of calibrations will be coordinated between the Contractor and Engineering Services. The contractor shall perform calibration in a manner which returns equipment to a performance standard that meets manufacturers technical specifications. Contractor shall inform the VA of any probe which fails calibration. Contractor shall provide written certification that each probe is within specification. Report shall include: Probe type, I.D., and model # Probe location with room number Calibration date Next calibration date Pass/fail Contractor shall coordinate with the Engineering department to establish a schedule of service. Contractor shall check in with the COR or authorized personnel in the Engineering Department prior to starting any work. Standard hours for on-site service visits are 7 am 4 pm Monday to Friday local time excluding federal holidays. . 2. Inspection: Upon completion of the calibration service, the POC will perform an inspection of the equipment in the presence of the contractor personnel, prior to the contractor personnel leaving the facility. This inspection should ensure that all equipment is returned to full functioning condition. No invoices will be processed for payment prior to the completion of POC inspection OTHER RELATED SERVICES: Any services not expressly stated in this statement of work are not authorized. Services such as inspection, Original Equipment Manufacturer (OEM) required maintenance, or other maintenance and repair vital to the continued functioning of the systems may be added only after written modification from the contracting officer, unless they are inclusive to the requested services. No other person, including the POC or any other VA personnel are authorized to request additional work be performed by the contractor. Any additional services performed that are not authorized by the contracting officer will be considered inclusive. PERIOD OF PERFORMANCE: Performance of services will be three (3) months from date of contract award.
