- THIS IS A NOTICE OF INTENT TO AWARD A SINGLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Bureau of Reclamation, Acquisition Operations Group, Denver, Colorado, intends to negotiate a single source contract with AT&T Mobility LLC from Atlanta, Georgia. The U.S. Department of the Interior�s Bureau of Reclamation (Reclamation) has a requirement for cellular and wireless devices and telecommunication plans. Reclamation�s mission requires travel and communication throughout the United States and to remote locations on a daily basis. Reclamation needs a contractor that can provide wireless support, cell phones and reliable nationwide coverage 24 hours, 7 days a week. Reclamation is requesting a wireless carrier that will provide 4G/5G voice, unlimited texting and data plans for both its existing and new mobile/cellular and wireless devices which include (but are not limited to): smartphones, iPads, cell phones, and MiFi Units. This will be a follow-on contract replaces purchase order R16PD00010 with AT&T Mobility LLC. It is estimated that it would cost Reclamation in excess of $5,000,000.00 for device costs, service transition and Government staff resources to transition the program to a new cellular carrier as well as downtime. The statutory authority for other than full and open competition is FAR8.405-3(a)(3)(C), Only one source is qualified and capable of performing the work at a reasonable price to the Government. Responsible sources may submit technical capability statement along with business profile to Contract Specialist, Jason Motala at jmotala@usbr.gov by 5:00 PM ET, November 10, 2020, which shall be considered by the Agency. Any information received will be treated as market research information for future of same or similar requirements. The Contracting Office reserves the right to pursue the single source negotiation or compete the requirement based on information received. Quotations or proposals received in response to this notice will not be accepted since THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES.
