- SOURCES SOUGHT NOTICE: NCI Cancer Prevention Fellowship Program Scientific Presentation Course Notice Number: 75N91021R00008 Issued By: National Cancer Institute (NCI), Office of Acquisitions (OA) http://www.nci.nih.gov� or http://rcb.cancer.gov/rcb-internet/ Key Dates: Capability Statement Due Date: November 12, 2020 by 12:00PM EST This Small Business Sources Sought Notice (SBSS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). The purpose of this Sources Sought Notice is to identify qualified Small Business concerns including 8(a), HUBZone or Service-Disabled Veteran-owned businesses that are interested in and capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned North American Industry Classification System (NAICS) code 611430 with a size standard of $11 million. As a result of this Sources Sought Notice, the NCI may issue a Request for Quotation (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME.� However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought Notice or the NCI�s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The contractor will provide training on effective scientific presentations to postdoctoral fellows in the Cancer Prevention Fellowship Program (CPFP). The objective of this activity is to provide practical, hands-on training to the fellows in order to improve their skill in giving oral presentations to scientific and lay audiences.� Planning and deployment of activities for this training consist of: Fielding a brief, pre-training survey of the fellows to assess pre-existing knowledge and skill levels; Creating training priorities and developing presentation materials; and Tailoring training activities based on priorities identified by CPFP leadership and through the pre-training survey. Actual training activities should address various styles of scientific presentations including long presentations lasting from 30 - 60 minutes at large conferences; shorter presentations lasting 10-15 minutes at scientific meetings or elsewhere; and job talks to potential employers. Individual videotaping and feedback opportunities will be conducted, along with group and individual exercises and discussion, and assignments for fellows to complete outside of training sessions. It is anticipated that there will be two training sessions, each consisting of 12 - 15 hours of on-site or remote coaching over 3 - 4 days, for no more than 8 fellows per session. The two training sessions will be followed by on-site or remote coaching sessions with each fellow participant. It is anticipated that this portion of the course will include no more than 20 extra hours of on-site or remote coaching for no more than a 15-fellow cohort over a 3-month period. Finally, the contractor will be available to provide further feedback for training participants upon request. � CONTRACT REQUIREMENTS Task 1:� Speaking about Science Training and Breakout Sessions The contractor shall provide the following as described below. Tailored training materials to address priorities identified by CPFP leadership and the fellow survey.� These materials will be used to support the training content and guide hands-on activities with fellows. Two 12-15-hour training workshops conducted on-site or remotely over 3- 4 days, for no more than 8 fellows per session. �During these sessions, the instructor will: conduct hands-on training that include activities addressing the following scientific presentation competencies: Take Home Message Main Question Slide Design Money Slide Common Ground Presentation Titles Future Directions Proactive Questions Supporting Slides Slide Cue-to-Cue PowerPoint Control Post-Presentation Discussions Provide direct feedback and advice to each fellow on how to make improvements. On-site or remote coaching sessions with each fellow training participant. It is anticipated that this portion of the course will include no more than 20 extra hours of on-site or remote coaching for a maximum of 15-fellow cohort over a 3-month period. During these coaching sessions the Contractor shall record individual fellows� scientific presentation and providing feedback for final presentation. Travel and onsite presence for contractor. Communication with CPFP leadership about course materials, fellows� progress, and overall feedback about each session. Task 2 (Optional):� Elevator Pitch Workshops The contractor may provide two (2) elevator pitch workshops, each consisting of three hours of on-site or remote training for no more than ten (10) fellows in each workshop. if CPFP sees a need to offer an� additional course for the fellow. During the workshop, the instructor will: Instruct and conduct hands-on activities on the following elevator speech competencies: Definition and importance of pitching science Preparation for an elevator speech Parts of an elevator speech Facilitate the drafting and delivery of elevator speeches for each participant. Provide feedback on each elevator speech delivered during the workshop. Task 3 (Optional):� Ad Hoc Coaching Sessions The contractor may provide up to 30 1-hour coaching sessions to occur on-site or remotely. Request will be made on an ad hoc basis to review and provide feedback on individual Cancer Prevention Fellow presentations (e.g., conference presentations, job talks). How to Submit a Response: Page Limitations: Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed 10 single sided pages including all attachments, resumes, charts, etc. (single spaced, 12-point font minimum) that clearly details the ability to perform the requirements of the notice described above.� All proprietary information should be marked as such.�� Responses should include a minimum of a one page resume of the individuals meeting the requirements, and up to two pages demonstrating experience over the past two years meeting the requirements of this notice.� Statements should also include an indication of current small business status; this indication should be clearly marked on the first page of your capability statement (preferable placed under the eligible small business concern�s name and address).� Responses will be reviewed only by NIH personnel and will be held in a confidential manner. Organizations shall demonstrate 1.) Technical Approach 2.) Personnel Requirements and Organizational Experience. � Due Date:� Capability statements are due no later than November 12, 2020 by 12:00PM EST Delivery Point: All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the unique specifications described herein.� All questions must be in writing and emailed to David.Romley@nih.gov.� A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.�In order to receive an award, contractors must have valid registration and certification in the System for Award Management (SAM) at Beta.SAM.gov.
