Description
PRE-SOLICITAITON NOTICE: THE NAVY INTENDS TO AWARD A SOLE SOURCE CONTRACT. The Naval Air Systems Command (NAVAIR), PMA-265 (Program Office for F/A-18 & EA-18G Aircraft), has a requirement to procure spare United States Navy (USN) F414-GE-400 engines and modules under an indefinite-delivery indefinite quantity contract beginning in Fiscal Year (FY) 2021 and ending in FY 2024. The total projected FY2021-2024 requirement will include a maximum of: Sixty-five (65) spare engines, One (1) spare device assemblies, One (1) spare device K seal assemblies, Sixty-four (64) spare fan modules, Forty-eight (48) spare high pressure compressor (HPC) modules, Forty-seven (47) spare combustor modules, Thirty-nine (39) spare high pressure turbine (HPT) modules, Seventy-three (73) low pressure turbine (LPT) modules and One (1) spare afterburner module. Funding identified for the FY2021 procurement effort under Task Order 0001 is Aircraft Procurement, Navy (APN) 6. The required delivery schedule is not yet determined. NAVAIR intends to award a sole source contract to General Electric Aviation Engines (GEAE) (CAGE 99207) under the statutory authority 10 U.S.C. 2304(C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.� GEAE is the sole designer and developer of the F414 engine and has been solely responsible for the engine requirements since development of the engine for the F/A-18E/F aircraft. Only GEAE has an established supplier base and manufacturing processes that are critical for production of the F414 engines. The Government does not intend to use the provisions of FAR Part 12 for this acquisition. � This notice of intent is not a request for competitive proposals.
