- The Defense Information Technology Contracting Organization (DITCO), 2300 East Drive, Scott Air Force Base, IL 62225, intends to issue a sole source firm fixed price bridge on the GSA Federal Supply Schedule (FSS)/Multiple Award Schedule (MAS) task order for Commercial Satellite Communications (COMSATCOM) Transponded Capacity (CTC) and COMSATCOM Subscription Services (CSS) to SES Government Solutions, Inc. (SES-GS), 11790 Sunrise Valley Drive, Suite 300, Reston, Virginia, 20191-1440. This bridge extends the Trojan Program Blanket Purchase Agreements (BPAs) (HC1013-16-A-0001 and HC1013-16-A-0002) for a six-month period of performance (PoP) with two, six-month options to allow for the retirement of the obsolete MPM-1000 LC modems and the transfer of all circuits to a US Army INSCOM Trojan competitively awarded BPA, to be solicited under CSS0095 (not awarded at this time). This extension is required to provide highly specialized services, which include a leased space segment, teleport services, leased dedicated terrestrial connections, and connectivity from the teleport to leased lines via the contractor�s terrestrial backbone.� The contractor must also provide configuration management support for the MPM-1000 LC modems and networks as an end-to-end managed service.� This will ensure continued intelligence support for Trojan and their mission partners, leaders, and the Program Manager (PM) Prophet System (a dedicated all-weather, 24-hour, near-real-time, ground-based tactical Signals Intelligence and Electronic Warfare system).� The service is required in North America, Asia Pacific, and Europe.� SES-GS is the only source that can perform this service to fulfill the Government's requirement without a substantial duplication of cost and an unacceptable delay in fulfilling the Agency�s requirement. Anticipated award date of the bridge is January 14, 2021. �The statutory authority for other than full and open competition is 10 USC 2304(c)(1), only one responsible source and no other type of property or services will satisfy the agency requirement.� In addition, per FAR 6.302-1(a)(2)(iii), Department of Defense services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; and (B) Unacceptable delays in fulfilling the agency�s requirements. (See 10 U.S.C.2304(d)(1)(B)). Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of supporting the Trojan program.�� The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
