- Announcement: ARMY NETWORK CAPABILITY SET 23 TECHNICAL EXCHANGE MEETING 5: The Army�s Network-Cross Functional Team (N-CFT), in collaboration with Program Executive Office Command Control Communication Tactical (PEO C3T), the Army�s Combat Capability Development Command C5ISR Center, and the requirements and contracting communities, will host a network-related technical exchange meeting (TEM) on Wednesday, September 2, 2020 to discuss: Outcomes of Capability Set (CS) 21 Critical Design Review Lessons learned from previous TEMs, use of Other Transaction Agreements (OTA), request for white paper process and demonstration efforts � Introduction of the Joint Communications Marketplace and its uses to support CFT and PEO prototype and program efforts Capability Set 23 experimentation/design goals with focus on Command Post integration efforts Select technology needs for Command Post modernization Due to COVID-19 restrictions, this TEM will be held VIRTUAL ONLY via Microsoft Teams platform; participants must register per instructions below. The TEM will consist of both general sessions and breakout sessions to share detailed information on the Army's strategy and challenges for fielding Capability Set 23, take questions regarding the OTA process, and discuss the use of the new Joint Communications Marketplace. The goal of the event is to assist industry partners and interested government organizations in identifying and aligning their efforts with Army tactical network modernization, specifically Capability Set 23 which is the Army�s next integrated kit of tactical network transport, application and command post enhancements. This event is meant for a technical audience to include systems engineers, architecture experts, data analytical experts and integrators. Each session will offer an opportunity for virtual discussion (Q&A) between audience members, Army network program managers, developers, requirements and user community representatives. The intent of the sessions will be to enhance Government and industry communication, enabling industry to respond quicker to critical emerging requirements with innovative technology solutions and partnerships. Questions will be permitted during the meeting; however, questions in regards to any portfolio system in current source selection will not be allowed. Informational slides will be posted to this website prior to the technical forum. POTENTIAL OPPORTUNITIES: Following the TEM event, the Government intends to leverage industry input into potential requirements for Capability Set 23 experimentation/design goals, which may result in contracts/agreements. The Government is exploring all contracting/agreement options, including the potential use of a Broad Agency Announcement (BAA) to fulfill these requirements. Please note, this TEM 5 announcement is for information purposes only and does not constitute a solicitation, an invitation for bid, a request for quotation, a Request for Proposal, and is not an obligation on the part of the Government to acquire any products or services. The Government is not obligated to make an award as a result of this announcement or any TEM event. The U.S. Army holds the right to cancel the event for any reason up to and including the day of the event.
