- The US Army Medical Command, Regional Health Contracting Office-Central, Ft.�Bliss Health Contracting Cell, Fort Bliss, TX is issuing this sources sought synopsis on behalf of William Beaumont Army Medical Center (WBAMC). This sources sought is issued as a means of conducting market research to identify parties that have an interest in the resources to support this requirement, one-time purchase of upgraded software for government owned Siemens Rapid Point 500, blood gas analyzers with open platform data management system.� Primary users: Department of Pathology, Respiratory Therapy, Anesthesia Services and Cardio Catheterization departments. Point of Care Testing�s (POCT) data management system is a middleware.� This middleware operates as a bridge between the operating system (i.e. point of care blood gas analyzers) and the WBAMC patient electronic health record database.� A middleware provides a safety measure ensuring accurate and reliable patient laboratory result reporting.� It is also instrumental in maintaining quality control data and compliance with accrediting agencies.� Description: Upgrade Siemens UNIPOC open platform data management system from an organization with a Certificate of Noteworthiness/Authority to Operate at both the current hospital location and at the new hospital located at 18511 Charlie Medic Way, El Paso, TX 79928. Facilitate the deployment, operation and expansion of POCT data management system and infrastructure. � Provide a system that is capable of interfacing at least four Rapid Point 500 blood gas analyzers with CHCS, AHLTA, Essentris, as well as any platforms in the process of being implemented to include MHS Genesis. � Ensures that technical projects are executed on schedule an in accordance with technical requirements. � ESTABLISHING INTERFACE: (a) The system shall bi-directionally interface with the Composite Health Care System� (CHCS), Military Healthcare System (MHS) Genesis and the laboratory information system (LIS) (b) The system shall have the ability to receive HL7 or scripted order messages (ORM) and information from the LIS and provide DICOM Modality Worklist to the modalities. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541512, Computer Systems Design Services. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to provide/perform these contract supplies/services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements shall address the particulars of this effort, with appropriate documentation supporting claims of organizational capability. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. The government will evaluate market information to ascertain potential market capacity to 1) provide supplies consistent in scope and scale with those described in this notice and otherwise anticipated; and 2) provide supplies under a performance based supplies acquisition contract.
