- The Department of Veterans Affairs Michael E. DeBakey VA Medical Center (MEDVAMC) Network Contracting Office (NCO) 16 intends to issue and award a Sole Source single award Firm-Fixed Price type contract with a performance period of five (5) years to Accessibility Services, Inc. (ASI). 6241 S. Tex Pt. Homosassa, FL. 34448 for AutonoME Line of environmental control It has been determined through initial Market Research, only one responsible source can provide the equipment required via the attached Draft Performance Work Statement (PWS) in accordance with Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements . THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES/PROPOSALS AND NO SOLICIATION IS AVAILABLE. Telephone requests will not be honored. No award will be made based on quotes or offers received in response to this notice. All responsible sources may identify their interest to meet this requirement to John Walker, by 10:00 am (CST), Tuesday, Nov. 3, 2020. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the government by providing the following: 1. Statement of Capability: Submit a brief [five (5) pages or less] capability statement explaining your capability to provide the required services as a Prime Contractor for the MEDVAMC. Include experience in performing these services for the VA, other Government (Federal or State) agency, or for a private medical facility. 2. Business Size and Socio-Economic Status: (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a VIP verified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. Authorization to Perform: Prospective non-OEM contractors MUST provide an authorization letter from Stryker Orthopaedics identifying they are authorized to both provide the required parts and to perform the preventative maintenance services as a Prime Contractor on the Stryker Orthopaedics Mako Robotic Army System. The intent of this notice is for informational purposes only. SCOPE OF WORK AND GENERAL SPECIFICATIONS FOR AutonoME Environmental Control Units Background: In 2013 Accessibility Services, Inc (ASI) was awarded a contract to provide and install the autonoME ECU to each bed in every SCI center in the VA network of hospitals. The contract was granted and funded by the VA Innovation Center. In January of 2014, 40 autonoME systems were installed at the Michael E. DeBakey VAMC SCI center. In 2017 ASI provided and installed new tablets and Junction Boxes. The tablets were near the end of life and most of the tablets were no longer performing at an acceptable level. A high number of tablets had been repaired, some more than once, due to disinfectant getting sprayed directly on the screen against manufacturer cleaning guidelines. The Junction Boxes were needed to replace the 3 original components installed on each bed in the SCI unit. The Junction Box replaced the Bed Box, Sip/Puff switch & bed control cable. Additionally, the Junction boxes were installed on the wall versus the bed, which solved the problem of missing components when a bed would sometimes leave the ward. The new equipment will interface with the existing Junction Boxes. The remaining original components from the 2014 installation are the Wall Box and the articulating arm. The Wall box contains all the hardware to interface the autonoME with the various devices in the room: nurse call, bed, lights, telephone and TV. Spinal Cord Injury Care Line is under construction (SCI Expansion Project) in which part of the project will give our care line 10 additional beds. SCI requests to upgrade the technology during this construction project to make all ECU's uniform in all patient rooms. There is only a few years left on the end of life tor the current equipment. Environmental Control Unit (ECU), which allows Spinal Cord Injury Patients to function independently, accessing the nurse call, bed, lights, telephone and TV. 2020 autonoME upgrades The new equipment upgrades include the following: 1. New Software our new software has been developed in-house and designed for the SCI patient population. Features include: a. Integrated television patients can watch television on the same monitor where they control their environment b. Always visible side panel the side panel displays the buttons to activate the nurse call, control the bed and adjust the volume. c. Education center here the patient can view SCI educational video and .pdf files. The hospital can choose the education content they wish to provide. autonoME tutorial videos are also available to help show the patients how the various features of the software work d. New telephone experience patients now get a visual indicator when a call is coming in and how long they are on the call. A Call log is available as well as easy access to contacts they can create on their own e. Development and support All new feature updates will be pushed out automatically and free of charge. We now have in-house software support, which allows us to respond to issues or requests faster than ever before. We no longer need to consult with a third-party developer to request new features or fixes. 2. 22 Medical computer this is the main patient interface and will replace the current 12 tablets as well as the need for a separate television. a. 22 Display much easier to see the TV, browse the web and read the text for patients with visual problems b. Web cam slide cover provides instant privacy to patients c. IP65 bezel and Antimicrobial housing protects the screen from low pressure jets of water approved cleaning agents: 3M HB Quat, Acetone, Actichlor, Alcohol, Ammonium Nitrate (low concentration), Antigone, Betasept, Bleach, Caviwipes, Chloride, CIDEX, Control III Disinfectant Germicide, Dispatch Disinfectant Cleaner CLH69101, Incidin, Isopropyl Alcohol, LpH se, MikroBac, Mikrozid, Peridox, Puregreen 24 Disinfectant, SDW 70C, Sodium Hypochlorite, SporeClear, Trigene, Viraguard, Virkon, Windex 3. New Wall Box the new wall box is much smaller and easier to access and troubleshoot. a. Size at a ΒΌ of the size of the old wall box it can be placed much closer to the articulating arm making it easier to access when necessary b. Troubleshooting no more opening the lid to troubleshoot problems. An easy test button can verify functionality within the wall box and save biomed time. c. Integrated TV and Telephone hardware the new wall box makes it possible for patients to view and control TV via our autonoME software. It also includes the hardware to interface with the 4. 4. Articulating arm A new arm will be required due to the weight change in the monitor. The existing arms are no longer being produced and cannot be replaced in the event of a failure. All the upgrades will be installed by an ASI technician and come with a 2-year limited warranty. Training and remote technical support are also included. Project Scope: The overall price of this equipment is $855,000.00.
