SOURCES SOUGHT ***This is a request for interested parties only, this is NOT a request for proposals*** The U.S General Services Administration, Great Lakes Region, is issuing a Sources Sought Announcement for a Historical Courtroom and Chamber Restoration project at the Edward J. Devitt United States Courthouse and Federal Building in Fergus Falls, MN . This sources sought synopsis serves as a means of conducting market research to identify parties having an interest in the requirement below. The project consists of the restoration and alteration of two (2) adjacent, historically significant spaces at the Devitt Federal Courthouse, Fergus Falls, MN.�� The three-story steel-frame courthouse was constructed in 1902 in the Neo-Classical Revival style of architecture. Listed on the National Register of Historic Places (https://www.nps.gov/subjects/nationalregister/index.htm), the courthouse is made of granite, brick, and limestone with an interior lobby floor made of marble and terrazzo.� Its size nearly doubled with building expansions in 1927 and 1933.� Work planned for the courtroom and chamber shall occur in spaces that are largely original to the 1902 construction.� Work shall be�carried out in a manner consistent with the Secretary of the Interior�s Standard for Treatment of Historic Properties.� Link: https://www.nps.gov/tps/standards.htm� � Work shall include, but not limited, to the following: Lead based paint abatement on walls and ceilings in the courtroom and chamber. Restoration, repair and refinishing of existing wood floor in the courtroom. Restoration, repair and paint of plaster walls and ceiling in the courtroom and chamber, Restoration, repair and refinishing of historic wood wall panels and millwork - including but not limited to (oak) wainscot, baseboards and window casings, judges bench and miscellaneous seating risers in the courtroom. Replacement of historic carpet with new custom color/material matched carpet in the courtroom and chamber. Installation of new acoustical wall panel installation in the courtroom. Restore, repair and refinish existing wood spectator seating and installation of refinished seats in the courtroom. Restore, repair, relamp and recommission existing light fixtures in the courtroom. Provide and install historically correct light fixtures in the chamber. Provide and install electrical & data in the courtroom and chamber. �Provide and install infrastructure to support court provided IT/Security devices and equipment. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Those wishing to identify their capability to provide the aforementioned services should respond to this announcement via email to timothy.novak@gsa.gov no later than November 4, 2020, at 5:00 PM (Central Standard Time).� Interested parties should provide the following: Company Name, Company Address, Point of Contact, phone number and email address, DUNS number and capability statement for the services as stated above. Additionally include: Your company business size pursuant to the following questions: (1) Is your business large or small, (2) If small, does your firm qualify as a small, emerging business or small disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act, (4) Is your firm a certified Hubzone firm? (5) Is your firm woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran Owned Small or Veteran Owned Small Business? In addition, address the following: Have you completed historical restoration projects in the past on similar buildings to the one described in this sources sought?� For the purposes of this sources sought, similar buildings means a fully occupied, commercial/Government office or courthouse, with an original construction date prior to 1940 that is listed or eligible to be listed on the National Register of Historic Places.
