THIS IS NOT A REQUEST FOR PROPOSAL QUOTATION OR BIDS. It is not to be construed as a commitment by the Government, nor will the Government pay for the information requested. The Government will not provide responses to individual comments garnered during this feedback request. Responses to this posting will be used to finalize the solicitation package, to include the plans and specifications as appropriate. This announcement is to assist the Savannah District in obtaining industry feedback. A formal Solicitation announcement will be publicized in the beta.sam.gov. with the official solicitation/invitation for bid under a difference number at a later date. All interested offerors will have an opportunity to respond to the official solicitation at that time. The feedback provided from this Request for Industry Feedback will be discussed during a virtual industry day scheduled to take place on/or about� 07 October 2020. This industry day will be conducted virtually by WebEx. Details of the industry day will be posted on beta.sam.gov as an amended notice to this announcement. Feedback is solicited in the following specific areas: Content and details contained within Pre-Final plans and specifications. Proposed CLIN schedule and options Proposed schedule/duration provided for construction Laydown and Staging Areas. Base access and haul routes. Soldier training and access routes Construction coordination required due to multiple construction contracts occurring simultaneously in the immediate area. Feedback should be provided no later than 15 September 2020 at 2:00pm ET. Project Manager: Jose Diaz, jose.d.diaz@usace.army.mil, 912-659-2359 Please note that Industry feedback will be shared with the Government project delivery team and Designer of Record/Architect- Engineer firm. See attachments for all drawings, specifications and bid schedule. Project Description: FY20 PN 88726 Mission Command, University Registrar, Force Modernization and Proponency Facility is currently budgeted to be incrementally funded over two fiscal years FY20 and FY22 with a total Programmed Amount of $139M. The project will provide a 235,367 GSF Cyber Instructional Facility which includes a secret level automation-aided instructional area, consisting of classrooms, instructional labs, instructor offices, conference/counseling rooms, administrative spaces, separate student staff break areas, student records storage, research center, central storage, computer maintenance area. The facility will also include secure building information systems, fire detection, protection and alarm systems. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, secure information systems, landscaping and signage. Heating and air conditioning will be provided by connection to the existing energy plant. The facility will house both permanent staff of 561 personnel and provide training for 1,428 soldiers. The Savannah District is seeking industry feedback on the facility design and other related construction activities and schedule. The Savannah District is planning to issue this solicitation as a design-bid-build, invitation for bid (IFB). The proposed contractual duration is 912 calendar days from issuance of Notice to Proceed. The Pre-Final plans, specifications, and preliminary bid schedule are attached to this announcement, and are provided for informational purposes. Note that these documents are subject to change. It is not the Government�s intent to provide the complete solicitation for comment at this time.
