- THIS ACQUISITION IS FOR 100% NATIVE OWNED SMALL BUSINESS SET ASIDE UNDER THE BUY INDIAN ACT (25 U.S.C.) The offeror represents as part of its offer that it [ ] does [ ] does not meet the definition of Indian economic enterprise as defined in 1452.280-4. The Bureau of Indian Affairs (BIA) is soliciting offers to procure entrance sign installation for Kayenta Community School, in Kayenta, AZ. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. 140A2321Q0010 herein cited is issued as a Request for Quote (RFQ) and will be procured under FAR Part 12, Acquisition of Commercial Items. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020 08. The solicitation is set aside for Indian Small Business Economic Enterprises (ISBEE) Contractor shall provide all labor, materials, supervision and incidentals necessary to install the entrance sign to the Kayenta Community School. TO include the following: Double Faced Daktronics digital sign, to display Kayenta Boarding School. General: GT6X 10 mm Full-Color LED Display 115/120 volt. 1. 46'6"" x 12-3"" digital display. Contractor to dig footing, set pipes and tie into power. Power source to installed or provided by owner 2. Delivery and unloading as specified by Kayenta Boarding School. 3. Communication to sign: Radio to be mounted to sign and to the school building within line of site and under 1500 feet 4. Contractor to provide training to be included 5. Warranty : 90 day labor and 5 yr. parts 6. Include Tax and Freight with quote. 7. Owner to provide a source of power to the sign site prior to installation 8. Sign dimension 6�6� x 12� 3� 2V. Digital Display All or NONE - Submit your quote as follows: 1. Sign and materials: $__________ 2. Installation $ __________ 3. Freight & Delivery: $________ 4. Applicable taxes. $ _____________. (Navajo Nation Tax and New Mexico Tax) Note: Period of performance of 45 Days (Include lead time for supplies). Award shall be made to the offeror whose offer responds to all line items included in the solicitation. Failure to provide for any item shall render the offer nonresponsive and will be rejected. Incomplete offers will not be considered. Award will be made on an ALL or NONE BASIS. CONTRACT CLAUSES: The following clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-3, Offeror Representations and Certifications Commercial Items; FAR 52.212-4, Contract Terms and Conditions Commercial Items; and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. In paragraph (a) of FAR 52.212-5 the following applies: FAR 52.233-3, Protest After Award (Aug 1996) (31 U.S.C. 3553); FAR 52.233-4, Applicable Law for Breach of Contract Claim (Oct 2004) (Pub. L.108-77, 108-78). In paragraph (b) of FAR 52.212-5(b), the Contractor shall comply with the following FAR clauses that the Contracting Officer has indicated as being incorporated in this contract by reference to implement provisions of law or Executive order applicable to acquisitions of commercial items: FAR 52.225-1 Buy American Act-Supplies (June 2003) (41 U.S.C. 10a-10d); FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003)(31 U.S.C. 3332); and FAR 52.232-36, Payment by Third Party (May 1999) (31 U.S.C. 3332). FAR clauses are herein incorporated as follows: FAR 52.232-18, Availability of Funds (April 1984); FAR 1452.204-70, Release of Claims � Department of the Interior; and FAR 52.211-6, Brand Name or Equal.
