- Sources Sought Name: Davidson River Campground Toilet and Sewer Replacement Project Number 0811-2021-01- 12445221R0001 Project Location 11250 Pisgah Highway Pisgah Forest, NC 28768 Responses Due: 11/30/2020 1700 EST NAICS Codes 236220 1.0 General� 1.1 Introduction The U.S. Forest Service (USFS) is issuing a Sources Sought to gain insight into the interest and capabilities of the Small Business Community interested in contracting to provide Design-Build (DB) construction services to replace eleven toilet buildings and sewer system and related work at the Davidson River Campground. This is a Sources Sought announcement and is for information/market research purposes only. THIS IS NOT A SOLICITATION FOR PROPOSALS. 1.2 About the Forest Service Established by Congress in 1905, the mission of the Forest Service is to sustain the health, diversity, and productivity of the nation�s forests and grasslands to meet the needs of present and future generations. We manage public lands in the form of National Forests and National Grasslands, provide technical and financial assistance to state and private forestry agencies and make up the largest forestry research organization in the world. 1.3 The Forest Service�s Built Environment The agency�s Built Environment refers to the physical infrastructure of fire, administrative, research, and recreation buildings, landscape structures, site furnishings, structures on roads and trails, and signs installed or operated by the Forest Service, its cooperators, and permittees. The elements of the built environment constructed on National Forest lands and Grasslands, or those used for administrative purposes in rural areas, towns, and cities incorporate in a practical manner the principles of sustainability, reflect their place within the natural and cultural landscape, and provide optimal service to our customers and cooperators. Our infrastructure will: Be located, planned, and designed with respect for the natural systems in which they reside. Aesthetically integrate their natural, cultural, and experiential context. Contain design elements that reinforce a national agency identity. Emphasize efficiency of energy and materials consumption in construction and operation. Serve as premier examples to interpret conservation of natural resources and sustainable development. Create environments for people to enjoy and gain increased appreciation for the natural environment, and in which employees work productively, experiencing the connection to the resources they manage. Use wood and wood products where appropriate in the construction, alteration, repair and operation of our infrastructure. 2.0 Project Information 2.1 About the Davidson River Campground The Davidson River Campground is 144 site campgrounds, operated year-round located in Transylvania county NC, next to the Davidson River on the Pisgah National Forest.� The site receives more than 25,000 campsite night visits each year. The campground opened in 1975 and its infrastructure is in poor condition and in need of replacement. Additional information about the campground may be found at https://www.recreation.gov/camping/campgrounds/231993. 2.2 Project Overview This project will demolish 11 concrete block campground toilet buildings and construct 11 new toilet buildings in the same location. In addition, this project will demolish the existing sanitary sewer system and install a new sanitary sewer system. The new sanitary sewer will require a new crossing of the Davidson River to connect to the existing sewer main in the US 276 corridor. As part of our mission to promote the use of wood and wood products, the new toilet buildings will require the use of mass timber as part of their design. The same building design will be used for all toilets within the campground. The campground will remain open during construction, with closures for work occurring on a loop-by-loop basis. 2.3 Delivery Method������� The Government will use a Design-Build delivery method for this project. The Statement of Work for the DB contract will include indicative drawings and performance specifications of key systems to illustrate design intent. The Government selects firms for Design/Build contracts using a two-step process. 2.4 Contract Price Range The Government�s range of the expected cost is between $5,000,000 and $10,000,000. 2.5 Expected Award Date The Government expects to award the project in the summer of 2021. 3.0 Responses 3.1 Responses to this� sources sought shall include the following: A.� Company Name B.� Address C.� Point of contact D.� Phone and email E.� DUNS number F.� Bonding Capacity (per contract) G.� Type of small business, e.g. Services Disabled Veteran Owned Small Business, 8(a), HUBZone, Women Owned Small Business, Small Disadvantaged Business, or Small Business HUBZone business.� Firms shall be certified in the in the System for Award Management (SAM) located at https://www.sam.gov/. H.� Listing of your design-build construction experience within the last 5 years where you were the prime contractor for work of similar type and scope. Include design team members, contract numbers, titles, locations, dollar amounts, and a brief description.� Provide no more than five projects and limit each project to no more than two pages. Interested small businesses shall submit the response by email to the contract specialist no later than the time indicated above. Determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government. The Government is not obligated to, nor will it, pay for or reimburse any costs associated with responding to this source sought request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.
