This announcement is for informational purposes only; Quotes will be requested and a written solicitation will be issued at a later date. No. SS11561218 is issued as a Sources Sought. Responses are due by November 30, 2020. The National American Industry Classification System (NAICS) code for this acquisition is 561990. The Small business Size Standard is $12,000,000.00.� The United States Property and Fiscal Office of the Oregon Army National Guard is soliciting vendors to procure the following services:� Document Shredding Specifications, Requirements and Address are in Enclosure A � Vendors must be Firm Fixed Priced and SAM vendor registration is required. Please visit www.beta.sam . Step-by-step information on how to register is detailed on the website. Lack of registration in the SAM database will make an offeror ineligible for award. Offerors must be actively registered on the Systems for Award Management database (SAM). Information concerning SAM requirements may be viewed via the Internet at https://www.sam.gov/portal/public/SAM/ or by calling the SAM Registration Center at 866-606-8220. Only contractors who are registered in the Systems for Award Management (SAM) can be awarded a contract. Offerors must have electronic funds transfer (EFT) capability. Offerors� quotes shall be valid for a minimum of 30 days to be acknowledged in the offerors� quote. Contractors must be actively registered with Wide Area Work Flow (WAWF) at http://wawf.eb.mil. Darrow Contract Specialist, USPFO for Oregon P&C Email: deannie.l.darrow.civ@mail.mil Phone: 503-584-3435 � Performance Work Statement (PWS) Oregon National Guard Shred Service Vision Statement The Oregon Military Department, NGOR-IMS-ASB is looking for specialized services to be performed at various Oregon Army National Guard (ORARNG) sites, armories or offices.� The services, and their entirety, include: providing locked/secured storage bins to hold any and all paper documents for on-site, secure, at a minimum � crosshatch shredding, suitable for documents containing confidential information and below.� In addition, our organization would require a service receipt of materials shredded, and pulping of those shredded materials, along with a receipt from the recycling center the pulped materials were delivered too. 1. Introduction The Oregon National Guard requires shred services at several of the armories across Oregon. 1.1 Mission Provide shred service to 33 armories across the State of Oregon. See Enclosure A for specific locations and counts. 1.2 Background The Oregon National Guard has a responsibility to safeguard against the breach of Personally Identifiable Information in addition to documents containing confidential and below information. 1.3 Scope The vendor shall provide a certification of destruction documents to NGOR-IMS-ASB on a monthly basis. General Requirements The vendor shall provide a toll free phone number for reporting and service problems that may occur.� The vendor will utilize access badges that any other visitor would use when working at the Oregon Military Department. 2.1 Contract Administration The vendor shall establish processes and assign appropriate resources to effectively administer the requirement. �The vendor/support staff shall respond to Government requests for contractual actions in a timely fashion. �The vendor shall have a single point of contact between for the Government. 3. Performance Requirements The following section specifies the Performance Objectives and Performance Elements for the contract. 3.1 Hardware Support The vendor shall provide two types of secure-locking containers for document storage, until the contractors scheduled destruction: Larger bin (~65-gallon bin); smaller console (~32-gallon rectangular consoles for smaller office placement). 3.1.1��� The contractor shall have a coverage window for 24 hours per day, 7 days per week including holidays. Performance Standards Standard 1: All documents will be transferred via a secured vessel. Standard 2: Required response time on site is 72-hours from time of service call. Standard 3: The vendor will have and provide a current/valid National Association for Information Destruction (NAID AAA) certification. Standard 4: Some locations require bi-weekly (twice a month) shred service, others require monthly service � all are identified in Enclosure A. Standard 5: Vendor will allow service pick up schedule to adjust one time at each location (from monthly to bi-monthly or vice versa) to determine the proper shred interval/volume � cost of an increased pick up schedule will be agreed to by both the vendor and the Government prior to the increased charge. Standard 6: Vendor will allow modifications to the contract (additional or reduction in containers/sites) � at least one per year; additional costs will be negotiated and agreed upon by both the vendor and the Government prior to commitment. 4. Special Requirements None 4.1 Security and Safety Contractor must be able to provide the below training certificates within Seven (7) business days after award and before commencement of work.� Certificates must be provided to the Contracting Officers Representative (COR) along with copies sent to the Contracting Officer and Contract Specialist.� AT Level I Training.� This provision/clause/contract text is for contractor employees with an area of performance within an Army controlled installation, facility or area.� All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 10 calendar days before contract start date.� The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR and to the Contracting Officer, within 3 calendar days after completion of training by all employees and subcontractor personnel.� AT Level I awareness training is available at the following website: https://atlevel1.dtic.mil/at. Period of performance (PoP) The contract will be a yearlong contract; starting 01 February 2021 and going through 31 January 2022 � with the option to continue services on an annual basis up to four years after the first year.
