W912PP21R0008 SOURCES SOUGHT SYNOPSIS for Indefinite-Delivery Indefinite-Quantity (IDIQ), Multiple Award Task Order Contract (MATOC) for Environmental remediation services in support of the Formerly used defense site program for the Albuquerque District (SPA) This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes.� THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS.� NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME OTHER THAN WHAT IS POSTED WITH THIS NOTICE. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.� The U.S. Army Corps of Engineers (USACE), Albuquerque District (SPA) has a competitive requirement for an Indefinite-Delivery Indefinite-Quantity (IDIQ), Multiple Award Task Order Contract (MATOC) for Environmental Remediation Services within the Albuquerque District�s Area of Responsibility which includes the entire state of New Mexico, southern Colorado, and west Texas. Sites may also be within the entire USACE South Pacific Division or nationwide. The anticipated contract type is a competitive, firm-fixed price, environmental remediation services IDIQ MATOC procured in accordance with FAR 15, Negotiated Procurement using a �Best Value� trade-off process; however, the results and analysis of the market research will finalize the determination of procurement method. The type of acquisition, whether a set-aside or full and open competition will depend upon the responses to this Sources Sought. Work associated with this MATOC will fall under North American Industry Classification System (NAICS) 562910, environmental remediation services. The Government may issue Fixed-Price type task orders for a wide range of environmental services at various known or suspected Military Munitions Response Program (MMRP) sites and Hazardous, Toxic, and Radioactive Waste (HTRW) sites. Task orders may include multiple sites. The task orders issued under this MATOC will be to provide services in accordance with the Resource Conservation and Recovery Act (RCRA); the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA); the National Oil and Hazardous Substances Pollution Contingency Plan (NCP); National Pollutant Discharge Elimination System (NPDES); MMRP; and other related Federal Programs in addition to State and local regulations. Services that may be required in an environmental remediation services task order on this MATOC may include, but are not limited to: Military Munitions Response, Advanced Geophysical Classification, Preliminary Assessments, Inventory Project Reports, Site Inspections, Remedial Investigations, Feasibility Studies, Proposed Plan, Decision Documents, Record of Decision, Remedial Designs, Remedial Actions, Building Demolition/Debris Removal, Monitoring well installation and sampling, short- and long-term monitoring/long term operations, five year reviews and reports, long term response action, engineering, removal actions, hazardous materials surveys, risk assessments, pollution prevention, solid waste management, environmental compliance, natural resources and wildlife management, cultural and historic resources management, restoration advisory board assessments, community relations, records management, environmental data management, other environmental services. In order to be eligible to bid on a task order under this MATOC, the Contractor, or Subcontractor in charge of performing any geophysical work, must be accredited in accordance with the Department of Defense (DoD) Advanced Geophysical Classification Accreditation Program (DAGCAP). �DAGCAP accreditation and Advanced Geophysical Classification (AGC) requirements shall be in compliance with the Office of the Secretary of Defense (OSD) Policy Memo dated 11 April 2016 and the Formerly Used Defense Sites (FUDS) AGC Policy Memo dated 6 January 2017. The MATOC period of performance shall be for a five-year base period. Each individual task order will establish a period of performance for the individual effort. The total shared capacity among all MATOC holders for the base contract shall not exceed $50 million. The minimum guarantee amount for each task order is $2,500. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. The minimum/special capabilities required for work under this MATOC: --Prime Contractor experience and compliance with complex environmental laws including but not limited to: CERCLA, MMRP, RCRA, NCP, NPDES, and other related Federal Programs in addition to State and local regulations. To include compliance with all laws pertaining to the safe collection, handling, storage, management, and disposal of environmental waste streams including hazardous waste. --Prime Contractor experienced with performing environmental remediation and monitoring techniques at complex MMRP or HTRW environmental sites. --Prime Contractor experience with DoD quality assurance requirements for environmental work which includes but is not limited to compliance with the DoD Quality Systems Manual (QSM), DoD Environmental Laboratory Accreditation Program (ELAP), Uniform Federal Policy-Quality Assurance Project Plans (QAPP), and Munitions Response-QAPP. Specific task orders may include the development and compliance with an electronic QAPP (eQAPP) in FUDSChem. --Prime Contractor experience with regulatory requirements for health and safety considerations to comply with the pertinent sections of the following regulations or guidance publications: Federal Acquisition Regulation, FAR Clause 52.236-13: Accident Prevention; USACE Safety and Health Manual, EM 385-1-1 (latest revision); USACE Engineering Regulation 385-1-95 Safety and Health Requirements for Munitions and Explosives of Concern (MEC) Operations (latest revision); Nuclear Regulatory Commission Standards, 10 CFR 20; Occupational Safety and Health Administration (OSHA) Construction Industry Standards, 29 CFR 1926, and General Industry Standards, 29 CFR 1910 to include 29 CFR 1910.120 � �Hazardous Waste Site Operations and Emergency Response�; NIOSH/OSHA/USCG/EPA ""Occupational Safety and Health Guidance Manual for Hazardous Waste Site Activities"", October 1985; and other applicable Federal, State, Tribal, and local safety and health requirements. --Prime Contractor capability to handle two or more task orders at the same time. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that they must perform at least 50% of the cost of the contract with their own employees. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Anticipated solicitation issuance date is on or about 18 March 2021, and the estimated proposal due date will be on or about 6 May 2021.� The official synopsis citing the solicitation number will be issued on https://beta.sam.gov/. Firms must be registered in SAM to bid on Government contracts. Firm�s response to this Synopsis shall be limited to a maximum of 10 pages and shall include the following information: 1.� Firm�s name, address, point of contact, phone number, and e-mail address. 2.� Firm�s capability to perform task orders with same complexity or similar to the environmental remediation services required under this MATOC, including the minimum/special capabilities identified above. The response shall include firm�s experience executing comparable work within the past 5 years: 2a.� Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) � provide at least 3 examples. 3. Firm�s experience with the minimum capabilities listed in this Sources Sought Notice. 4.� Firm�s Business Size � LB, SB, 8(a), HUBZone, SDVOSB. 5.� Firm�s Joint Ventures (existing), including Mentor Prot�g�s and teaming arrangement information is acceptable. Interested Firm�s shall respond to this Sources Sought Synopsis no later than 16 November 2020, 2:00PM MST.� All interested firms must be registered in SAM to be eligible for award of Government contracts.� Email your response to Karen Irving, Contract Specialist at Karen.K.Irving@usace.army.mil.
