Description

The Naval Air Systems Command (NAVAIR), PMA-266 Navy and Marine Corps Multi-Mission Tactical Unmanned Air Systems (UAS) �intends to award sole-source Delivery Order(s) under Basic Ordering Agreement (BOA) N00019-20-G-0004 to Kranze Technology Solutions (KTS), Inc., Prospect Heights, Illinois. �The contract(s) will provide for the procurement of Marine Air Ground Task Force Agile Network Gateway Link (MANGL) hardware to include up to three (3) Mesh Network Manager (MNM) Communication Suites. This hardware is required for the integration of the SkyTower Pod into the MQ-9 Reaper. Contract award(s) will be on a sole source basis. �The MNM Communication Suites are non-commercial items that have been manufactured to meet the Government's specification requirements. The proposed contract action(s) is one for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, ""Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements."" KTS is the sole designer, developer, and manufacturer of the MANGL hardware, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis and in a cost effective manner. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this notice. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government.
