- PURPOSE OF THIS ANNOUNCEMENT: This announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation; however, interested parties MUST respond to this presolicitation announcement with certain details to be eligible to receive the formal solicitation announcement (see the HOW TO RESPOND TO THIS ANNOUNCEMENT section below). The formal solicitation will include full details, including another response deadline, the complete scope of work, 100% designed drawings and specifications, instructions to offerors, and the evaluation factors/basis for award. No solicitation, specifications, or drawings are available at this time. No contract will be awarded based off this presolicitation announcement. A contract will be awarded resulting from the formal solicitation, which is expected to occur on or around mid-December 2020 and will ONLY be made available to Offerors that respond to this presolicitation announcement and are vetted for security reasons and approved in advance. Prospective Offerors that do not respond to this presolicitation announcement and are not vetted for security reasons and approved in advance will NOT receive the solicitation and will NOT be eligible to propose for this project. PROSPECTIVE OFFERORS ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE. The use of the ""Watch this Opportunity"" feature attached to this announcement is encouraged. This requires a Beta.SAM.GOV account, which is free to create. DISCLAIMER: This announcement seeks basic information from industry which will be used for preliminary planning purposes. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow up information requests. The government reserves the right to cancel this procurement at any time before contract award, with no obligation by the government to interested parties. INFORMATION ABOUT THE SERVICES TO BE PROCURED: This project consists of Design-Bid-Build construction services to build infrastructure and facilities to support the A-29 aircraft beddown and munitions at Kainji Air Base, Nigeria. This solicitation known as the Security and Operations Package project will commence following the completion of the preliminary Critical Facilities Package which is expected in June of 2021. The Security and Operations Package includes, but is not limited to, the following major construction items: Aircraft Hangar Improvements Construction of New Flight Wing Annex Building Aircraft Parking Apron Improvements including: Lightning protection and grounding for A-29 aircraft Grounding and Mooring points for A-29 aircraft Sunshades for A-29 aircraft New High Mast Lighting Installation of Base Boundary Fence Four New Earth Cover Magazines (ECM)s New Hot Cargo Pad New Munitions Maintenance Building � PLANNED SOLICITATION: The US Army Corps of Engineers, Europe District intends to issue a Request for Proposals (RFP) for the requirement described herein in accordance with FAR part 15. Currently it is estimated that the formal solicitation will occur on or around mid-December 2020 and will ONLY be sent to Offerors that respond to this presolicitation announcement and are vetted for security reasons and approved in advance. The solicitation will NOT be posted publicly to BETA.SAM.GOV. The solicitation documents will only be made available in electronic format via electronic download. No CD- ROMs or hardcopy documents will be distributed. Proposals will be due no less than 30 days from the solicitation date. A site visit will be planned for the week of 4 January 2021. All Offerors who have interest in attending the site visit must fill out and return Attachment 3 Tentative RSVP for Site Visits as a part of the response to the presolicitation. PLANNED CONTRACT INFORMATION: The intent is to issue one Firm Fixed Price (FFP) construction contract resulting from the solicitation. The planned contract award date is approximately April 2021 and the planned duration is between one and two years. The contract will be awarded and administered under Foreign Military Sales (FMS) procedures, and United States procurement laws and regulations will apply. The contract will be awarded and paid in U.S. dollars. DISCLOSURE OF CONSTRUCTION PROJECT MAGNITUDE: At this time the anticipated construction magnitude for this project is between $10,000,000 and $25,000,000 (US Dollars) (see FAR 36.204 and DFARS 236.204). PLACE OF PERFORMANCE: Kainji, Nigeria, Africa FULL AND OPEN COMPETITION: This acquisition will be subject to full and open competition pursuant to FAR Subpart 6.1. HOW TO RESPOND TO THIS ANNOUNCEMENT: Interested parties shall complete and submit the two files attached to this announcement in order to be vetted and eligible to receive the solicitation. NOTE: PLEASE NOTE, OFFERORS WHO WERE PREVIOUSLY VETTED FOR SOLICITATION W912GB19R0056 ONLY NEED TO RESUBMIT FOR VETTING IF THEY HAVE NEW PERSONNEL. Offerors may direct questions/comments via phone or email to the points of contact listed at the bottom of this announcement. DEADLINE FOR RESPONSES: Interested parties shall submit responses to this pre-solicitation announcement no later than the response date specified on this announcement. Offerors should time their email effort with prudence by not waiting until the last few minutes-this will allow for unexpected delays in the transmittal process and troubleshooting. Experience shows that it can take ten minutes for an email to reach the USACE email server and there is a file size restriction of 10 MB. SPECIAL SAM NOTICE: Contractors must be registered in SAM.GOV in order to be eligible for award. USACE recommends registering for SAM.GOV as soon as possible, as registration can take weeks. Please take notice that SAM (www.sam.gov) has a new entity registration requirement that firms submit an ""original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated."" This applies to all new entity registrations and all entity registration renewals, effective 29 April 2018. Please also refer to Federal Service Desk's (FSD) instructions on how to comply with this new requirement. NOTE: the instructions are different for domestic (U.S. based) and international (not U.S. based) firms. Offerors are reminded that this solicitation will include the provision FAR 52.204-7 SAM or FAR 52.212-1 Instructions to Offerors--Commercial Items, and the resulting award will include the clause FAR 52.204-13 SAM Maintenance or 52.212-4 Contract Terms and Conditions--Commercial Items. These provisions/clauses require all contractors to register and maintain an active SAM entity registration in order to be eligible for contract awards, as prescribed by the regulation at FAR Subpart 4.11. In order to eligible for the contract award resulting from this solicitation, Offerors are advised to take immediate action to ensure your SAM entity registration is current and/or will be current at the time of proposal receipt by this contracting office.
