- BPA CALL� Combined Synopsis/Solicitation to establish a Master Blanket Purchase Agreement (BPA) Call for Quarry Rock in Support of Various Lake Projects and the Missouri River Offices for the Army Corps of Engineers, Kansas City District The U.S. Army Corps of Engineers, Kansas City District has a need for quarry rock at various lake projects and the Missouri River Offices operated by the District. The Kansas City District intends to award a BPA Call from this combined synopsis/solicitation. This solicitation will also simultaneously be competed amongst our current Master Blanket Purchase Agreement (BPA) Holders. Materials needed: Shot Rock along the Missouri River near River Marker 470 (approximate). ��� �TYPE: Shot Rock delivered. ��� �SPECIFICATIONS: 10,000 TONS. ��� �Delivery Location: USACE Loading Facility near Missouri River Marker 470 (approximate). Rock for the Missouri River River Rock- Stone shall be broken, quarry-run, durable stone that will not materially disintegrate under action of air and water. Stone shall be reasonably well graded, free from overburden, spoil, and unsuitable material. The amount of dirt and fines less than 1/2 inch maximum cross section, accumulated from interledge layers, blasting, handling procedures, and/or all other sources, shall not exceed 5 percent by weight. The stone shall be well graded within the limits specified. The maximum size of any one stone shall be 3,000 pounds. Occasional pieces slightly larger than the maximum size may be permitted provided the gradation and voids requirements are maintained.� Quarry operations shall be controlled to produce well graded stone between the maximum and minimum limits indicated above. Tests to determine the amount of dirt and fines less than �-inch maximum cross section shall be performed by the Contractor, at the Contractor�s expense, as determined necessary by the Ordering Officer. The Contractor may make changes in quarry operations as necessary to produce the required product. Results of the field tests shall be furnished to the Ordering Officer. If at any time the material fails to meet these requirements, the Contractor shall adjust its operations to ensure the amount of dirt and fines does not exceed the requirements of these specifications.� Locations of Rock Delivery The stone shall be delivered to Corps of Engineers loading dock located along the banks of the Missouri River. The delivery vehicles shall be loaders, or end dumps and may either be on road dump trucks or off-road trucks (UTEs). The use of dump trailers or side dumps shall not be permitted.� The loading facility shall be able to physically accommodate a loading dock and be moor able. �The loading facility shall be controlled by the supplying quarry. Loading from private property, public roads, or other public locations such as boat ramps shall not be permitted.� The Contractor is responsible for supplying and delivering all materials listed under the BPA Call to the location set forth by the Army Corps of Engineers� lake projects or river offices. �To be considered for award, all prospective contractors must be registered in the System for Award Management (SAM) website or https://www.sam.gov/SAM/. If you are interested in submitting a quote for the following material, and you have a current Master BPA with the Army Corps of Engineers, Kansas City District, submit a quote for the exact material, include delivery charges/fees, check to make sure that your SAMs registration is active and up-to-date, and include a current price list that is valid until the end of the calendar year if you have not sent one already. If you are interested in submitting a quote for the following material and you do not have a current Master BPA with the Army Corps of Engineers, Kansas City District, submit a quote for the exact material, include delivery charges/fees, make sure you are registered in SAMS, and include a current price list that is valid until the end of the calendar year. �When this information is received, a Master BPA Agreement will be made with your organization and sent over for approval. Once a Master BPA Agreement is established with your firm, the quote submitted will be considered valid. The total ordering capacity under each BPA shall not exceed $5,000,000.00 and no call issued under any of the BPAs shall exceed $250,000.00. �Each BPA shall be valid for a period of five years or when the total dollar amount of all calls issued under the BPA reaches $5,000,000.00, whichever comes first. Offerors submitting prices should refer to Table 1 of this document for a list of materials that are needed to support lake and river operations. �Prices are to be listed in the format provided in Table 1. Prices should be listed per ton and should not include any fees for delivery. �If an Offeror does not wish to provide one or more of the products listed in Table 1, the Offeror should write �NA� in place of the price per ton for that particular product. �If an Offeror wishes to add more products to Table 1, the Offeror is encouraged to do so. �Prices submitted shall remain good through 31 December of this year. �Subsequently, prices will be updated annually and remain good for a period of at least one year. Prices and quotes are to be submitted to Mr. David Tibbs at david.a.tibbs@usace.army.mil by 12:00 PM Local Time, Tuesday, 26 October �2020. �No facsimile submittals will be accepted.� �
