- Special Notice N0016421SNB06 Agency: Department of the Navy Office: Naval Sea Systems Command Location: NSWC Crane Division Classification Code: AC63 � Defense Electronics and Communications Equipment - Advanced�Development) NAICS Code: 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing Response Due Date: 23 November 2020 Request for Solutions: AUTONOMOUS FLIGHT SAFETY SYSTEM (AFSS) FOR HYPERSONIC WEAPON SYSTEMS (S2MARTS) PURPOSE This Request for Solutions (RFS) is issued to seek innovative solutions for a prototype Autonomous Flight Safety System (AFSS) that reduces range safety costs by eliminating much of the range safety tracking sources and decision logic onboard the flight vehicles.� The Government will evaluate the solutions with the intent of awarding an Other Transaction Agreement (OTA) in accordance with 10 U.S. Code � 2371b.� � BACKGROUND AND SUMMARY S2MARTS�� Vendors interested in responding to this RFS must be members of the Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) consortium. Interested parties may visit S2MARTS.org for membership information. This project will be managed by a Naval Surface Warfare Center, Crane Division Project Manager. � PROJECT OVERVIEW Existing range safety systems rely on tracking radars and other systems which are expensive to operate and maintain. �The goal is to provide an on-board Autonomous Flight Termination Unit (AFTU) that independently assesses flight and vehicle performance against mission parameters and provides termination capabilities without the costly support infrastructure. �The DoD is seeking prototype technologies to reduce the cost of flight testing by reducing the number of terrestrial safety assets that need to be deployed. �The Autonomous Flight Safety System (AFSS) is a system-of-systems that integrates both airborne and ground-based components to provide an enhanced alternative to the traditional flight safety approaches still used by nearly all launch complexes and government ranges today. �The performer shall design with a small footprint of the AFTU that offers a distributed configuration to permit the vehicle provider maximum flexibility in locating each AFTU. �The performer shall also review and assess alternate technology that can be applied to the flight safety solution and qualify those alternate technologies.
