Correct Medical Gas & Vacuum System deficiencies (Compliant with NFPA 99, 2018) at Baltimore and Loch Raven VA Medical Centers, 10 N. Greene Street, Baltimore, MD 21201 & 3900 Loch Raven Blvd, Loch Raven, MD 21090. Scope of Work. Contractor to supply all labor, supervision, equipment, tools, materials and certifications (per NFPA 99-2018, Health Care Facilities Code; Chapter 5, Gas and Vacuum Systems) to repair and correct Medical Gas and Vacuum System deficiencies at both campuses (Baltimore & Loch Raven). The following system deficiencies have been identified during the annual Medical Gas and Vacuum System certification and require corrections. Loch Raven Install master alarm panel at Police Dispatch for Med Gas and Vacuum systems (Oxygen, Medical Air, Vacuum) per NFPA 99; 5.1.9.2.1(1). Repair or replace Med Gas (Oxygen, Medical Air, Vacuum) alarm panel in 2D-11. Provide a 3-valve bypass or a single valve to service the receiver without loss of vacuum service (oil or dry vane should be piped through the receiver) for the Vacuum System per NFPA 99; 5.1.3.7.5.2. Baltimore Move a zone valve (oxygen, medical air, vacuum) so that a wall intervenes between it and the outlets/inlets that it controls for Post Anesthesia Care Unit per NFPA 99; 5.1.4.6.1(1). Install Nitrous Oxide area alarm panel in 2D-150. Replace 3 in-accurate oxygen gauges (0-100 psi): 1B-134, 2C-154, and 4B-182. Replace 4 in-accurate medical air gauges (0-100 psi): 2C-154, 3A-133, 3D-129, 4B-182. Disassemble, clean, and replace oxygen O-rings or inner check valves (may require springs, poppets, brass fittings, etc.) at patient terminals: 3A-138, 3B-164, 3B-168, 3B-174, 3B-199, 3B-215, 4C-134, 4B-166, 4B-168, 5C-127. Disassemble, clean, and replace medical air O-rings or inner check valves (may require springs, poppets, brass fittings, etc.) at patient terminals: 3B-213, 4B-213A, 4C-128. Disassemble, clean, and replace vacuum O-rings (may require springs, poppets, brass fittings, etc.) at patient terminals: 3A-150. Certification, Testing, Inspection, and Verification. Contractor personnel working on any part of the Medical Gas and Vacuum Systems must be certified in accordance with ASSE Standards 6010 or 6030 and comply with all the NFPA 99-2018 medical gas system requirements and certifications. All work must be performed by the certified personnel, at no time contractor shall use their certification to oversee installation/repairs by noncertified personnel. Submit worker certifications to the COR prior to work commencement. The contractor is responsible to inspect, test and verify all the portions of the Medical Gas and Vacuum systems that were repaired or altered to ensure by a documented process and procedure, that all applicable provisions of NFPA 99-2018, Health Care Facilities Code; Chapter 5, Gas and Vacuum Systems have been adhered to and system integrity has been achieved or maintained. Inspection and testing shall be done in accordance with section 5.1.12 and shall be limited to the portions (zones) of the Medical gas and Vacuum system that were repaired or altered. Training. Training of VA staff and maintenance employees on the operation and maintenance of the new system components/equipment shall be provided by a factory-authorized service representative experienced in operation and maintenance procedures and training of the actual equipment being installed. Submit qualifications for approval. Infectious Control Risk Assessment/Interim Life Safety Measures Contractor bid, and schedule shall include consideration of all Infection Control Risk Assessment (ICRA) requirements as well as any Interim Life Safety Measures (ILSM) deemed necessary. Project may involve a shutdown of the existing Medical Gas and Vacuum systems to allow for repair of system components. All Medical Gas shutdowns (Oxygen, Nitrogen, WAG, etc.) require prior approval from the COR and the Nurse Manager of each affected area to ensure proper mitigation plans are in place for patient safety. Contractor shall take necessary steps in their work phasing plan to limit the duration and impact of the shutdown on normal medical center activities. Shutdown shall be scheduled at least 2 weeks in advance of planned shutdown with the project COR and using service. Maximum shutdown length shall be limited to weekends only and shall be completed off-hours if feasible. Scheduling shall also account for testing and certification of the system prior to putting the equipment into service. Safety Precautions. The Contractor shall comply with all applicable Federal, State and local legal requirements regarding workers health and safety. The requirements include but are not limited to, those found in Federal and State Occupational Safety and Health Act (OSHA) statutes and regulations, such as applicable provisions of Title 29, Code of Federal Regulations (CFR) Parts 1910 and 1926. Contractor is solely responsible for determining the legal requirements that apply to activities and shall ensure safe and healthful working conditions for its employees. Contractor shall assume the responsibility to guard against causing of fires and/or explosions and to protect Government Property. The Contractor shall perform the work in a manner consistent with the area security and fire safety regulations especially about exits and exit way access. Utility shutdowns shall not compromise security, communication or fire safety for occupants. No flammable liquids shall be stored or used in the medical center. The necessary number and appropriate types of portable fire extinguishers are required per National Fire Protection Agency (NFPA) 10 and NFPA 241. The Contractor shall receive from the COR a permit for all cutting, welding, and soldering. All permits shall be prominently displayed during all activities. All necessary precautions shall be taken by the contractor to prevent accidental operation of any existing smoke detectors or sprinkler heads. Parking. Parking is not available at the VA Baltimore Medical Center; the contractor is responsible to pay for parking off-site. Period of Performance. All work, including closeout submissions and training, shall be completed within 90 calendar days from award date.
