- Project No. 595-667 Construction Expand Laboratory Construction Lebanon VA Medical Center, Lebanon, PA The Veterans Affairs, Regional Procurement Office, Network 4 (VISN 04) Contracting Office / Lebanon Veteran Administration Medical Center intends to issue a Request for Proposal (RFP) to award a single, firm fixed-price contract for Construction Services related to the Expand Laboratory Construction project. The scope of work includes, but is not limited to, the following: provide all labor, materials, tools, equipment, permits, testing, and required reports to renovate 4,750 square feet (SF) of the existing main laboratory in Building 1 and construct a new 6,900 SF addition on the south side of Building 1, of the Lebanon VA Medical Center, located at 1700 South Lincoln Ave., Lebanon, PA, as defined by the drawings and specifications. The project shall add a single-story addition between A and B wings on the southern side of Building 1 and renovate the western wing on the ground floor. A Mechanical Basement is included for the air handling units and other mechanical and plumbing items. The roof is designed as a Green Roof and shall contain a roof top garden using a shallow pre-planted module container system that would be set on top of the Ethylene Propylene Diene Monomer (EPDM) roof. The exterior work shall include construction of a single-story addition. The construction of the addition shall require new utilities, erosion control, site security, masonry work, placement of structural steel, concrete, asphalt and associated structural, horizontal, vertical work, among other trades, as shown on drawings and specifications. The interior work consists of primarily construction of floors, walls, ceilings, lights, alarm systems, fire suppression, plumbing, cameras/security system, information technology cabling, electrical, system controls, doors, signage, stairs, pipes, welding, concrete, installation of heating, ventilation, and air conditioning (HVAC), medical gases, and other associated work as shown on drawings and specifications. The Contracting Officer will award a firm fixed price contract to the responsive, responsible offeror whose proposal conforms to the solicitation, is fair and reasonable, and is in the best interest of the government. The period of performance is 365 calendar days from receipt of the Notice to Proceed. This project is being solicited as a TOTAL 100 % SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE (SDVOSB) Request for Proposal (RFP). The North American Industry Classification System (NAICS) Code for this procurement is 236220 Commercial and Institutional Building Construction, with a small business size standard of $39.5 million in annual receipts for the past three years. The Magnitude of Construction cost is between $1,000,000.00 to $5,000,000.00. The solicitation issue date will be on or about November 10, 2020. All questions pertaining to this solicitation must be received in writing via e-mail to Angelamarie.Scott@va.gov. NO TELEPHONE REQUESTS WILL BE HONORED. The solicitation, specifications and drawings will be posted on this site. Amendments to the solicitation will also be posted on this website. All parties must obtain solicitation documents and amendments to the solicitation through the web site. Hard copies will not be mailed. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with Federal Acquisition Regulation FAR Subpart 15. A pre-proposal conference/site visit will be conducted for this solicitation approximately one week after solicitation posting. Time, date and location will be specified in the solicitation. All respondents must be registered in the System Award Management System (SAM) data base at time of proposal submission. Offerors must be verified in the Department of Veterans Affairs (VA), Center for Veterans Enterprise (CVE) at http://www.vetbiz.gov/ at time of proposal submission in accordance with Veterans Affairs Acquisition Regulation (VAAR) Subpart 819.7003(b). Any offeror not CVE or SAM verified at time of proposal submission will be disqualified and proposal will be rejected. End of Document
