Description
SCOPE OF CONTRACT:�The resultant contract is to provide janitorial services for a base year plus three (3) option years in accordance with the terms, specifications and provisions in a manner that will maintain a satisfactory facility condition and present a clean, neat and professional appearance. LOCATION AND DESCRIPTION:�The project location is at the Glacier Public Service Center (PSC), 10091 Mt. Baker Highway, Glacier, Washington. The Glacier PSC serves visitors headed into the northern reaches of the Mt. Baker-Snoqualmie National Forest and North Cascades National Park. Civilian Conservation Corps built the center in 1938, which is representative of the Cascadian style of architecture. The PSC is listed on the feder register of historic places. Current operations include 24-hour self-service outdoor information, restrooms, picnic tables and staffed visitor services on a seasonal schedule. TECHNICAL SPECIFICATIONS: The work area consists of the Glacier Public Service Center public restroom and outdoor information plaza area. WORK SCHEDULE:�Work under this contract shall be accomplished outside of regular office working hours.� Regular office working hours are from 8:00 AM to 4:30 PM, days of the week fluctuate with the recreation season during the year; typically open 5-7 days a week May through Sept., weekends during off-season, October - April.� Not all areas will be in use during the weekend period.�The Contractor will not be required to perform work on a national holiday, or the day the holiday is observed.� In the event that a schedule coincides with a national holiday, the services normally scheduled for that day shall be performed either the day before or the day after the holiday.� A list of all national holidays will be provided to the Contractor upon request at the pre-work meeting. GOVERNMENT FURNISHED PROPERTY (GFP):�The following supplies will be furnished by the Government and provided to the Contractor as needed: Toilet tissue, paper towels,�plastic garbage bags,�hand soap,�cleansers and�light bulbs.�The items will be stored in an accessible space as designated by the designated Contracting Officer's Representative (COR).� Keys to the offices will be signed out to the Contractor and shall be returned upon termination of the contract.� The Contractor shall notify the Contracting Officer when Government-furnished supplies are low. CONTRACTOR FURNISHED PROPERTY AND SERVICES:�Provide all labor, supervision, transportation, equipment (including floor and vacuum cleaner), cleaning supplies, i.e. furniture polish, glass cleaner, floor wax, and incidentals necessary to perform the described work.� The Contractor will not be permitted to store Contractor-furnished supplies and equipment in any Government building. OFF PEAK SERVICES (October 1 through April 30):�The following services shall be performed 2 times a week during the off-season months of October through April on Tuesday or Wednesday, and Saturday or Sunday.�Empty all outside trash receptacles in the outdoor public information plaza and restroom wastebaskets.� Collect all waste paper and trash and place in garbage dumpsters located next to the gas house in the parking lot.�Wet mop or scrub toilet room floors.� Wash all toilet fixtures and disinfect with warm water and soap.� Disinfect urinals and water closets.�Clean toilet paper, paper towel and other dispensers. Clean all sinks, fixtures, toilet room walls and stalls with cleaners appropriate for the type of surface being cleaned.�Fill toilet paper, toilet seat covers, paper towel and hand soap dispensers in restrooms.�Remove finger marks and smudges from walls, woodwork and glass surfaces including inside surfaces of windows and doors. PEAK SERVICES (May 1 through September 30):�The following services shall be performed 5 times a week during the peak months of May through September on Tuesday, Thursday, Friday, Saturday and Sunday.�Empty all outside trash and recycling receptacles in the outdoor public information plaza and restroom wastebaskets.� Empty cigarette ashtrays of butts and trash.� Collect all waste paper and trash and place in garbage dumpsters located behind the compound gate.�Wet mop toilet room floors. Use scrub brush as needed to remove embedded dirt.� Squeegee floors dry.� Sweep out all debris. Wash all toilet fixtures and disinfect with warm water and soap.� Disinfect urinals and water closets.�Clean toilet paper, paper towel and other dispensers. Clean all sinks, fixtures, toilet room walls and stalls with cleaners appropriate for the type of surface being cleaned.�Fill toilet paper, toilet seat cover, paper towel and hand soap dispensers in restrooms.�Remove finger marks and smudges from walls, woodwork and glass surfaces including inside surfaces of windows and doors. WORK STANDARDS:�The contractor shall exercise care in work methods to prevent damage to any office equipment, windows, etc.�All work under this contract shall be performed in skillful and workmanlike manner.� The Contracting Officer may, in writing, require the contractor to remove from the work effort any employee the Contracting Officer deems incompetent, careless, or otherwise objectionable for theft, possession and/or removal of materials, supplies, equipment, or any government-owned property, or for unsatisfactory performance.�The Contractor shall be responsible for maintaining satisfactory standards of employee competency, conduct, appearance, and integrity, and shall be responsible for taking such disciplinary action with respect to their employees as may be necessary.�The Contractor shall prohibit their employees from disturbing papers on desks, opening desk drawers or cabinets, or using telephones or office equipment provided for official Government use.
