- Notice of Intent to Sole Source The Naval Medical Logistics Command (NMLC) intends to award a sole source firm-fixed price contract pursuant to FAR part 13.5 procedures to University of Southern California (USC) Surgical Skills and Education Center for utilization of the one of a kind Fresh Tissue Dissection Laboratory to include Coordination/Surgical Technician and Surgical Simulation Specialist services, cadaver specimen perfusion services, and personal protective equipment in support of the Navy Trauma Training Center (NTTC), a component of the Navy Expeditionary Medicine Training Institute (NEMTI). Per a signed agreement between the U.S. Navy Surgeon General and the Israeli Defense Forces Surgeon General, the Navy Expeditionary Medicine Training Institute (NEMTI) has been tasked to provide Fresh Tissue Dissection training courses for the Israeli Defense Forces personnel registered at NTTC. �NEMTI provides four training courses each year.� Each training must be provided at a Level 1 trauma facility, with an agreement to offer the Navy with a mission-essential and a highly specialized fresh tissue dissection laboratory.� The Level 1 trauma facility must be within a 50-mile radius of NTTC and must be able to provide training on perfused cadavers.� Each course shall consist of two, twelve-hour days of hands-on training in a Level 1 Trauma Center Fresh Tissue Dissection Laboratory on human cadavers.� The on-site training shall include Coordination/Surgical Technician and Surgical Simulation Specialist services, cadaver specimen perfusion services, and personal protective equipment. �Two perfused cadaver specimens shall be provided for each course.� The vendor shall provide all the necessary supplies, including but not limited to gloves, fluid resistant gowns, scalpels, and gauze. The vendor shall provide on-staff teaching faculty (to include the Chief of the Trauma facility) to instruct the course alongside Navy medical professionals (e.g., Navy Trauma Surgeon, Navy Orthopedist or Anesthesiologist, etc.).� The estimated period of performance is 01 January 2021 � 31 December 2026. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement.� Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work.� Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point.� All capability statements received by the due date of this notice will be considered by the Government. �A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.� A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
