DRAFT SOURCES SOUGHT SYNOPSIS THIS IS A Sources Sought Notice ONLY. The Mission and Installation Contracting Command, Fort Gordon, GA is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support the following: Annual preventative maintenance and service repair for Life Technology instruments (operated by the U.S Army Criminal Investigation Laboratory (USACIL). The Life Technologies limited warranty plan provides technical support and repair for Life Technologies instrumentation. Life Technologies 7500 RT-PCR Instrument quantity 5 EA, Life Technologies 3500 XL Genetic Analyzer quantity 6 EA, Life Technologies BSD 600 Duet, quantity 2 EA, Life Technologies 9700-96 Sample Module quantity 11 EA, Life Technologies Veriti Thermal Cycler quantity 6 EA, Life Technologies COPAN 200 quantity 1 EA, ProFlex 96 Well Sample Block quantity 12 EA. The AB Assurance maintenance plan includes annual preventive maintenance service and technical support for instrument failures or needed repairs. The service covers the cost of the materials/parts needed and the service engineer who performs the tasks on an SOLE SOURCE basis, but is seeking Authorized Service Provider vendors that may be able to perform this requirement in order to support a competitive procurement.� Accordingly, the U.S. Government highly encourages all interested businesses (large and small) to respond to this sources sought synopsis.� The proposed sole source firm fixed price contract to LIFE TECHNOLGIES Corporation for the procurement of annual preventative maintenance and service repair for Life Technology instruments operated by the U.S Army Criminal Investigation Laboratory (USACIL). The Life Technologies limited warranty plan provides technical support and repair for Life Technologies instrumentation. The AB Assurance maintenance plan includes annual preventive maintenance service and technical support for instrument failures or needed repairs. The service covers the cost of the materials/parts needed and the service engineer who performs the tasks. The period of performance is base year of 12 months and two option years.� The statutory authority for the sole source procurement is 10 USC 2304, 41 U.S.C. 1901, FAR 13.5 (a)(2)-- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements� Attached are the draft Performance Work Statement (PWS), Performance Requirements Summary (PRS) and Technical Exhibits with workload data This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future.� This notice does not commit the U.S. Government to contract for any supply or service.� Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. ���The NAICS code(s) is 811219 SBA size standard of 22.0 million. The product service code is J066. In response to this sources sought, please provide: Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition and identify alternatives or solutions.� Also contact the MICC Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@mail.mil or 210-466-3015, if you believe that this action is unreasonably restricting competition.� Include the subject of the acquisition, this announcement, and the MICC POC information from the Sources Sought Synopsis. � Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. Provide the following: Capacity/Capabilility Statement, DUNS #, Cage Code, Federal Tax ID#, and Socio-economic status. Provide proof of being authorized service provider to provide services for this equipment from the manufacturer. Submit your response to this Sources Sought, including any capabilities statement, to the Contract Specialist, Justin Daniel in either Microsoft Word or Portable Document Format (PDF), via email justin.h.daniel.civ@mail.mil No Later Than 12:00 p.m. on 21 October 2020 and reference this synopsis number in subject line of e-mail and on all enclosed documents.
