- Description
- The Government intends to issue a Request for Request for Prototype Proposals (RPP) for the Water Bison and Bison Lite under the Ground Vehicle Systems (GVS) Other Transaction Agreement (OTA), W15QKN-17-9-1025. The GVS OTA was entered into between the Army Contracting Command (ACC) and the National Advanced Mobility Consortium (NAMC) on 26 September 2017, in support of GVS related Research and Development prototype projects. The Government will utilize the GVS OTA to award this effort. The intent of this project is to replace the Army Water Buffalo system currently used by the U.S. Army and develop a modern water transportation and storage solution. The Army expects to award up to FOUR (4) projects and receive THREE (3) total prototypes per offeror: --A Bison Lite (Capacity 250-300 gallons) integrating the Government provided Light Tactical Trailer-Heavy Chassis (LTT-HC) trailer Technical Data Package (TDP) with the Prime Mover being the High Mobility Multipurpose Wheeled Vehicle (HMMWV) and the Light Medium Tactical Vehicle (LMTV) with an objective to integrate with the Joint Light Tactical Vehicle (JLTV).� --A Bison (Capacity 500-600 gallons) designed by the offeror that with the LMTV and Medium Tactical Vehicle (MTV) as Prime Movers with an objective for the Joint Light Tactical Vehicle (JLTV) to be an additional Prime Mover. --A Bison design based upon the Government provided JLTV Trailer (JLTV-T) chassis TDP that shall integrate with the JLTV. The Government anticipates pursuing a Follow-on Production effort under the authority of 10.U.S.C. 2371b(f), which states that, upon a determination that the competitively awarded prototype project has been successfully completed, the prototype project may result in the award of a follow-on production contract or transaction without the use of competitive procedures. The anticipated Follow-on Production is for a total quantity of 9,644 systems with 8,958 Bison and 686 Bison Lite. **THE GOVERNMENT ANTICIPATES A DRAFT RPP RELEASE BY MID NOVEMBER. THE PURPOSE OF THIS NOTICE IS TO DIRECT INTERESTED PARTIES TO JOIN NAMC. THERE ARE NO DRAFT RPP DOCUMENTS TO REVIEW AT THIS TIME** �� NOTE: This Special Notice is for informational purposes only. A prototype project will not be awarded in response to this announcement. The purpose of this announcement is to provide industry advanced notification of the Government�s intent to release a RPP to the NAMC membership.
