Description
NOTICE OF SOLE SOURCE INTENT THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES The Bureau of Reclamation, Acquisition Operations Branch, intends to award a Firm Fixed Price Commercial Item purchase order to Global Digital Systems Limited (GDS), located in Hook, United Kingdom for one bender element test system. Reclamation has found GDS to be the only reasonable source able to successfully provide the requirement due to compatibility requirements with current Reclamation equipment. A Determination to Solicit From a Single Source is being prepared. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. The Government anticipates award before November 2020. Vendors that have questions regarding the sole source nature of the requirement, or vendors that believe they can fully provide the required services are encouraged to identify themselves and give written notification to asomerville@usbr.gov. In order to allow for sufficient Government consideration and potential quote evaluations, vendors must submit their written Letter of Interest no later than October 29, 2020. Responses received after October 29, 2020, may not be considered by the Government. All responses should include the vendor�s Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a ""small business"" or an ""other than small business"" under the North American Industry Classification System (NAICS) Code 334515. The applicable Small Business Size Standard is 750 employees. A determination by the Government not to complete this proposed action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Any contractor interested in doing business with the Federal Government must register in the System for Award Management database prior to submission of a quote/proposal/bid. SAM is a Federal Government owned and operated FREE website at www.SAM.gov. All invoices for this procurement must be submitted through the Department of Treasury's Internet Payment Platform located at www.IPP.gov.
