THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD TO RAND CORPORATION TO ASSIST THE OFFICE FOR VICTIMS OF CRIME (OVC) WITH THE DESIGN AND EXECUTION OF AN EVALUATION OF THE OVC�S SERVICES FOR MINOR VICTIMS OF SEX TRAFFICKING PROGRAM. The Office of Justice Programs Acquisition Management Division intends to issue a Contract to RAND Corporation on a sole source basis under authority of 10 U.S.C. 2304(c)(3) as implemented in FAR 6.302-1:""Only one responsible source and�no other supplies or services will satisfy the agency requirements."" An RFI was posted to FBO.gov in May of 2020 in an effort to discover potential sources to meet the Government�s requirement. RAND Corporation provided the only response to the RFI. The requiring activity reviewed RAND Corporation�s response and has determined that the Company is capable of meeting the Government�s requirement. No other sources were discovered through the Government�s market research efforts. Therefore, as there� is not a reasonable expectation for competition, the Government intends to award a contract to RAND Corporation on a sole source basis. The mission of the Office for Victims of Crime (OVC) is to enhance the nation's capacity to assist crime victims and to provide leadership in changing attitudes, policies, and practices in ways that will promote justice and healing for all victims. As established in 22 U.S.C. �7105(b)(2), the Attorney General may make grants to States, Indian tribes, units of local government, and nonprofit, nongovernmental victims� service organizations to develop, expand, or strengthen victim service programs for victims of trafficking. The anticipated requirement for this effort provides for the design and execution of an evaluation of OVC�s Services for Minor Victims of Sex Trafficking Program. The Services for Minor Victims of Sex Trafficking Program was developed by OVC as authorized by 24 USC 2070. That statute requires that OJP enter into a contract with an academic or non-profit organization that has experience in issues related to sex trafficking of minors and evaluation of grant programs to conduct an annual evaluation of each grant made to determine the impact and effectiveness of grants funded under this program. This notice of intent is not a request for competitive proposals. Interested parties may identify their capabilities with respect to this requirement by 30 October 2020, at 4:00 p.m. Eastern Daylight Time. All information received will be considered by the Government. A determination by the Government not to compete this action based on this� notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The primary North American Industry Classification System (NAICS) code is 541690 (Other Scientific and Technical Consulting Services).
