- Description
- Naval Air Warfare Center Aircraft Division (NAWCAD) supports datalink ground testing for many of the Navy platforms.� In support of these tactical datalink tests, the Government requires the ability to generate Mil-STD Link 16 terminal information to the aircraft in the anechoic chamber. In addition to this live network participation, this system needs to support connection, via data link protocols, to both virtual and constructive simulation assets. The Government is looking for the system to test military communications and assure conformance with military Link16 standards for interoperability. The system must contain the latest MIL-STD 6016 updates to include imagery, weapons data link and utilize an external time reference as well as be flexible enough to add nation-specific messaging. The system shall be able to interface directly to aircraft datalink hardware such as MIDS-LVT1 to enable Over-The-Air (OTA) RF datalink generation. Further, the system needs to be able to ingest a terminal Network Data Load (NDL) and allow for augmentation and manipulation of the fields in the NDL. Additionally, this system must also provide a message scripting capability to allow for on-the-fly interaction with the System Under Test and needs to be able to generate scenario-driven constructive network simulation participants to provide a complex comprehensive operational picture. This data must accurately recreate the multi-TADL network traffic representing a wide variety of C2 sensor platforms. Finally, the system must allow for real-time monitoring and post-test analysis of all the time stamped data link traffic. To meet schedule and costs constraints, the system must be Non-developmental item. Interested vendors shall submit their response electronically.� The capability statement shall be in sufficient in detail to allow Government to determine the organization's related qualifications to perform the work. The statement shall include: 1) ������� a) Company name. b) CAGE code. c) DUNS number. d) Active SAM registration printout (www.sam.gov). e) Size/number of employees. 2)�������� Provide background on how simulation has been verified 3)�������� A description of suggested Government procurement strategy, e.g. purchase, lease or as a service and the perceived benefit to the Government of the proposed strategy. 4) ������� A Cost ROM for 1 unit 5) ������� A Schedule ROM for 1 unit 6) ������� Point of contact name, Phone number, E-mail address and web address (if available). Responses should be emailed not later than the date specified in this sources sought notice as follows: darla.kelly@navy.mil Each response will be reviewed by the Contracting Officer as part of the Government�s market research to assist with determining its procurement strategy going forward. All information furnished to the Government in response to this notice will be used for review purposes only. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) Website.
