Description
105mm Projectile Gun Unit (PGU)-43/B Training Cartridge, PGU-44/B High Explosive (HE) Cartridge, PGU-45/B High Fragmentation (HF) Cartridge, and M1 Cartridge Market Research The U.S. Army Contracting Command-Rock Island (ACC-RI), Rock Island, IL 61299 on behalf of the Office of the Project Manager Combat Ammunition Systems, is conducting market research to identify potential sources capable of manufacturing the following Projectiles: 105mm Training and Practice PGU-43/B Cartridge, NSN 1315-01-472-1854 105mm HE PGU-44/B Cartridge, NSN 1315-01-515-9269 105mm, HF, HE PGU-45/B Cartridge without Fuze, NSN 1315-01-514-8595 105mm M1 Cartridges Configurations: ������ �HE Comp-B, NSN 1315-00-028-4857 ���� ���HE Trinitrotoluene (TNT), NSN 1315-01-570-3111 ������� IM Insensitive Munitions eXplosive - 101, NSN 1315-01-599-9445 The purpose of this market research is to obtain current information on the capability of businesses to provide the PGU-43/B, PGU-44/B, PGU-45B FY23-FY27 requirements and the M1 Cartridge FY25-27 requirements. �The Government Technical Data Package (TDP) associated with the PGUs and M1 Cartridges are classified as Distribution Statement D, Distribution authorized to the Department of Defense (DoD) and US DoD Contractors Only. These documents contain technical data whose EXPORT is restricted by the Arms Export Control Act -Title 22, U.S.C., SEC 2751, ET SEQ or the Export Administration Act of 1979, as Amended, titled, 50 U.S.C. App 2240 Et Seq.� Violations of these export laws are subject to severe penalties. Dissemination shall be in accordance with provisions of DoD Directive 5230.25. A TDP will be made available to interested parties for this announcement.� If interested sources want to become certified in order to receive the Technical Information for this market research notice, they must fill out a registration form to become Data Custodians for their Company. An interested source must have an approved DD form 2345, Military Critical Technical Data Agreement, on file with the Joint Certification Program (JCP) in order to be granted access to the Technical Information. Restricted technical data will not be available to an interested source who has not been certified. The CTG Artillery (ARTY) 105mm Training and Practice PGU-43/B Cartridge is the Air Force Special Operations Command (AFSOC) designation for the 105mm Inert Cartridge with Supplementary charge. It is made by taking an old stock Army M1 projectile, removing the Comp-B fill from the projectile body, refilling the projectile with inert filler, cavity drill and installation of a fuze well cup and reinstalling the TNT supplementary charge.� The projectile is mated with a CYU-1B brass cartridge case (similar cartridge case to the Army M14) containing the M28A2 percussion primer and the M67 propelling charge. The round is fitted with a M739A1 or the M557 fuze depending on fuze availability.� LAP of the round requires crimping the cartridge case to the projectile and packaging into PA71/A containers which are then placed in a wire-bound box that holds 39 PGU-43/B cartridges. The CTG ARTY 105mm HE PGU-44/B �Refurb� Cartridge is the AFSOC designation for the 105mm Cartridge (similar to the Army 105mm HE M1 (MOD) Cartridge).� It consists of a refurbished Army M1 projectile body that is filled with approximately 5 lbs. of Comp-B explosive, TNT Supplementary Charge, CYU-1/B brass cartridge case containing the M28A2 percussion primer and the M67 Propellant charge.� The round is fitted with an FMU-153/B fuze.� LAP of the round requires 200 percent x-ray inspection of the fill, crimping the cartridge case to the projectile and packaging into PA71/A containers which are then placed in the wire-bound box that holds 39 PGU-44/B cartridges. The CTG ARTY 105mm HE PGU-44/B �New Production� Cartridge is the AFSOC designation for the 105mm Cartridge (similar to the Army 105mm HE M1 (MOD) Cartridge).� It consists of a new manufacture M1 style projectile body that is to be filled with approximately 5 lbs. of Comp-B explosive, CYU-1/B brass cartridge case containing the M28A2 percussion primer and the M67 Propellant charge.� The round is fitted with an FMU-153/B fuze.� LAP of the round requires 200 percent x-ray inspection of the fill, crimping the cartridge case to the projectile and packaging into PA71/A containers which are then placed in the wire-bound box that holds 39 PGU-44/B cartridges. The CTG ARTY 105mm, HF, HE PGU-45/B Cartridge without Fuze is the AFSOC designation for the 105mm HF, HE Cartridge. It consists of a HF projectile body that is filled with approximately 5 lbs. of Comp-B explosive CYU-1/B brass cartridge case containing the M28A2 percussion primer, and the M67 Propellant Charge.� LAP of the round requires 200 percent x-ray inspection of the fill, crimping the cartridge case to the projectile and packaging into PA71/A containers which are then placed in the wire bound box that holds 39 PGU-45/B cartridges. The M1 HE 105mm Cartridge consists of an M14 series cartridge case, an M28 series percussion primer, M67 propellant charge and a hollow fragmenting projectile containing TNT, Comp B or IMX-101 explosive fill. The explosive fill is back drilled and sealed with a fuze well liner, a supplementary charge is installed and the completed projectile is closed with a nose plug.� The complete cartridge is placed in a fiber or polylam tube, the tube is placed in a wooden box or metal can and the box or can is placed on a pallet.� LAP of the round requires 100 percent x-ray inspection of the fill. The Government anticipates soliciting the PGU and M1 Cartridge Primer from offerors within the industrial mobilization base for a single award of a Firm-Fixed-Price Indefinite-Delivery, Indefinite-Quantity contract to support the FY23-FY27 requirements. To be considered a capable source for this effort, interested contractors must show adequate technical and manufacturing capability to be able to produce each PGU and M1 Cartridge at a monthly rate of 2,500 per month. If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate that they can obtain such necessary resources to fabricate, assemble and inspect the required quantities of PGU and M1 Cartridge and obtain the necessary equipment, facilities and tooling required to fabricate and deliver at a high rate of production. This may include an indication of willingness to invest in setting up a required production line. Interested contractors should submit the following information: Name of Company, Address and Contact Information Company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) Concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). CAGE code, if available. Manufacturing experience directly related to the PGU or M1 Cartridge or similar items. A brief summary of the company�s capabilities, to include a description of production/test facilities, equipment, technical skills/abilities and personnel experience as it relates to the manufacture of PGU or M1 Cartridge. Estimated minimum and maximum monthly production capacities and the minimum procurement quantity required for economical production. Description of the existing production Quality Assurance System. Any other additional information that may be useful to the Government if it chooses to go forward with a request for proposal (RFP). This market research is for planning purposes only and shall not be construed as a RFP or as an obligation on the part of the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this market research or otherwise pay for the information provided. Participation in this effort is strictly voluntary and at no cost to the U.S. Government. Please identify any proprietary information submitted.
