Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center � Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL has a requirement for a chlorine generation and dosing system to support an existing shipboard water distribution system. ERDC-CERL intends to award a purchase order on a sole source basis to Howell Laboratories, Inc in accordance with FAR 13.106-1(b)(1). Market research indicates that Howell Laboratories, Inc is the only source for this requirement.� The�ERDC-CERL research team is involved in a Bromine Free Disinfection Pilot Study which aims to design and verify an alternative bromine-free disinfection system for future use in the potable water treatment systems on CG National Security Cutter (NSC) and Fast Response Cutter (FRC) ships. These ships require consideration of alternative disinfection systems that uses chlorine instead of bromine.� Recently developed technologies make the use of chlorination more practical in these settings.� In order to meet this requirement it is necessary that chlorine generation and dosing technology be integrated into existing designs to achieve highly specific performance objectives. �The technology acquired must meet all of the following specifications: Built in accordance with MIL-STD-22D weld joint design; S9074-AR-GIB-010/278 fabrication welding; T9074-AS-GIB-010/271 NDT. Designed using P-5010-6 standards for potable water; NSF 60 drinking water treatment chemicals; and NSF 61 drinking water system components. Designed to meet MIL-S-901D high-impact shock; MIL-STD-167-1A vibration; MIL-STD-461E EMI. Chlorine (free chlorine) output in excess of 1 pound per day, enabling treatment of up to 30 gallons per minute of water flow at a dose of at least 4 mg/L. Ability to treat two water streams simultaneously, including one from a water treatment process (up to 15 gallons per minute) and one from a recirculation tank (up to 15 gallons per minute) Ability to generate chlorine from benign salt brine solutions at a fixed concentration. Power of less than 8 amps at 120 volts single phase. Multiple injection configurations (up to 3) for chemical dosing. Size of less than 48 inches wide by 12 inches deep by 48 inches high. After conducting market research the government has determined that the only source with a product that can meet all of these specifications is Howell Laboratories. This is not a small business set aside.� This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government�s acquisition strategy. Please provide responses to this notice no later than the Response time listed above in this notice, to: CERL-CT_QUOTES@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offers list, or to receive a copy of any solicitation.� A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
