- The Naval Air System Command (NAVAIR) intends to award a Firm Fixed Price (FFP) order under Lockheed Martin Corporate Basic Ordering Agreement N00019-19-G-0029 to procure Over and Above (O&A) repairs of the GFE AN/APS-147 Receiver-Transmitter (RT) WRAs in support of production of standard Automatic Radar Periscope Detection and Discrimination (ARPDD) retrofit kits in support of the MH-60R aircraft.� The period of performance is anticipated from contract award through end of Calendar Year 2022. This action is intended to be awarded on a sole source basis to Lockheed Martin Rotary and Mission Systems (LM RMS) under the authority permitting other than full and open competition, title 1- U.S.C 2304(c)(1), as implemented by FAR 6.302-1, �Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements.� LM RMS is the sole designer, manufacturer, developer, and system integrator for the MH-60R aircraft and is the only known source with the requisite knowledge, experience, facilities, and technical data required for O&A ARPDD retrofit repairs. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.� This notice of intent is not a request for competitive proposals. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as the work listed requires a substantial initial investment.� However, any capability statements received within two weeks after date of publication of this synopsis may be considered by the Government.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
