Description

PRE-SOLICITATION NOTICE FOR THE CONSTRUCTION PROJECT LOCATED AT MASSACHUSETTS NATIONAL CEMETERY; WITHIN BARNSTABLE COUNTY. DESCRIPTION: The Department of Veterans Affairs (VA), National Cemetery Administration (NC), is Soliciting Bids under Solicitation Number 36C78621B0002 for the Massachusetts National Cemetery, located at *Off Connery Avenue* Bourne, MA 02532. The Acquisition type will be an Invitation for Bid (IFB). The IFB will utilize the Electronic Bid delivery and Telephone Bid Opening process. The process will be outlined in the forthcoming solicitation. The Construction Contractor shall provide labor, material, tools, equipment, professional service and supervision and performance of all work In Accordance With (IAW) the Solicitation Plans, Specifications, Drawings, required permits, terms and conditions for the construction for Gravesite expansion on approximately 1.2 undeveloped acres of Massachusetts National Cemetery with 1,614 In-Ground Cremains Sites. ADD ALTERNATE 1, CLIN002: Construct decorative wooden guardrail as further defined by the drawings and specifications. ADD ALTERNATE 2, CLIN003: Construct landscape buffer planting, including trees, shrubs, and additional sod as further defined by the drawings and specifications. **A Single award will be made on Bid Item 1 but in the event additional Funds are available, then either Add Alternate 1 or Add Alternate 2 will be added to the award. ** COST MAGNITUDE: Between $250,000.00 And $500,00.00 PER VAAR 836.204 THE AWARD OF THIS FUTURE CONTRACT IS SUBJECT TO THE AVAILABILITY OF FY-21 FUNDS. Electronic solicitations will be available for download from Federal Business Opportunities (FedBizOpps) at http://www.FedBizOpps.gov , on or Before 28 October 2020. No paper copies will be issued. Offerors are advised that they are also responsible for obtaining and signing/dating ALL Amendments to the solicitation which will be available at FedBizOpps. (Solicitation posting, to FBO, date is subject to change as necessary and an Amendment to this Pre-solicitation will be posted if the date changes). IFB Projected Due Date is 02 December 2020 @ 1:00 P.M. (EST). CONTRACT DURATION: Period of Performance (POP) is One Hundred and Eighty (180) Calendar Days from the date of receipt of the Notice to Proceed (NTP). NAICS CODE: 237990 (Other Heavy and Civil Engineering Construction) Size Standard: $36.5 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET ASIDE. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 14 to a responsible Service-Disabled Veteran Owned Small Business (SDVOSB) responding to the Solicitation. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is Set-Aside for SDVOSB in accordance with VAAR Part 819. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.VIP.vetbiz.gov prior to the due date for proposals and pending award. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) A non-verified vendor that submits a Bid or Proposal will be rejected as non-responsive.
