Description
Notice of Intent to Sole Source Notice of Intent to Sole Source for Design and Title II (Construction Support) Services for Green Brook Segment C2 and H Flood Risk Management Project, Middlesex, NJ. This Notice is being published in accordance with Federal Acquisition Regulation (FAR) requiring dissemination of information on proposed contract actions. This is a notice of intent to sole-source with Jacobs Engineering Group (AE firm that has performed the design thus far under W912DS12D0003) for completion of design. The statutory authority for this sole-source procurement is FAR 6.301-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements."" The U.S. Army Corps of Engineers, New York District intends to sole source additional Design and Title II (Construction Support) Services for Green Brook Segment C2 and H Flood Risk Management Project to Jacobs Engineering Group. To date, Jacobs Engineering Group has completed 85% of the design of the Green Brook Segment C2 and H Flood Risk Management Project. The project involves earthen levees, concrete floodwalls, road closure gates, interior drainage features for routing storm water and pump stations. The requirement will consist of providing professional quality, technical accuracy and complete coordination of a completed design and related services for construction. The following services are still required � Take ownership of an existing design at approximately 85% complete, update to current codes and continue with the design to 100%. Taking ownership of the existing design includes being professionally liable for the design. � Coordinate the Design with NJDEP, ATR, IEPR and RMC for approval. � Review shop drawings and submittals prepared by the General Construction Contractor for conformance with the construction contract requirements. � Site visits during construction for meeting attendance, observation of construction work in progress, evaluation of quality control mock-ups and observation of factory acceptance testing. � Answering of Requests for Information (RFIs) submitted by the General Construction Contractor. � Technical assistance services that will provide technical support activities during the construction phase. This support includes informal and formal consultation by phone, teleconference or video conferencing during technical meetings and discussions with the government team and the General Construction Contractor's representatives. Page 2 of 2 This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government. It is anticipated the modification will be made, within approximately fifteen (15) days after the date of this notice unless the Government determines that any other organization has the capacity to meet this requirement. The approved Justification and Approval (J&A), for this modification will be posted following the closure of this notice. Response Date: 2:00pm EST 28 October 2020.
