- SOLICITATION - UPDATED� The U.S. General Services Administration (GSA), Federal Acquisition Service (FAS), General Supplies and Services (GSS) Portfolio, Office of Supply Chain Management (SCM) and the Internal and Emergency Acquisition Division (IEAD) is seeking proposals from Third Party Logistics (3PL) providers who can establish an Export cross-docking Hub located in the USA managed by a 3PL logistics provider to receive GSA vendor shipments, inspect, remediate, prepare, and render vendor shipments into the proper Defense Transportation System (DTS) channels. The 3PL provider will be shipping the received vendor shipments to OCONUS locations (Pacific Command (PACOM)and European Command (EUCOM) locations) The purpose of this requirement is to support overseas customers who had previously been serviced by GSA and DLA distribution centers. The services required include receipt of inbound shipments from vendors, inspection, and preparation for transshipment. Preparation for transshipment shall include shipment consolidation thereby ensuring readiness for onward movement in accordance with required Department of Defense (DoD) and Federal regulations through, small package carriers, the U.S. Postal System and Defense Transportation System (DTS), and reporting on noted discrepancies. The scope is similar to the previously accomplished GSA Export Packing Facilities, and will better align the GSA OCONUS supply chain with DOD requirements. Operation requires high proficiency in MIL STD 129, and DOD air, water, and hazardous shipment regulations. Amendment 0001 - Issued on (9/29/2020) - Extended closing date to 10.20.20 at 12:00 PM.
