- THIS PROJECT IS ADVERTISED ON A SET-ASIDE BASIS. THIS PROJECT IS AN IDIQ MATOC REQUEST FOR PROPOSAL (RFP) SOLICITATION. Project Description: The Government intends to procure Environmental Restoration Services (ERS) for the United States Army Corps of Engineers, South Atlantic Division, specifically for the Mobile District Environmental Restoration Program (CESAM). This vehicle is intended to support the Army and Air Force Installation Restoration Programs (IRP) within the Mobile District AOR. This acquisition will provide CESAM with a set of ERS IDC vehicles for services with a total capacity of $249M. The anticipated ordering period is ten years and will be used to support environmental restoration activities such as long-term monitoring, site assessment, surface water, groundwater, soil and air sampling, vapor intrusion studies, remedial design, interim measures and source removal actions, soil and groundwater remediation, investigations, risk assessments, corrective measures studies, feasibility studies, remedy selection, public involvement, response complete and site closure. Tasks executed under this ERS must be conducted in accordance with the Resource Conservation and Recovery Act (RCRA), the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), the Toxic Substances Control Act (TSCA), Defense Environmental Restoration Program (DERP), National Environmental Protection Act (NEPA), and other Federal, State, and Local regulations as required to investigate and remediate Hazardous, Toxic, and Radioactive Waste (HTRW) and emerging contaminants. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE FOR THIS PROJECT IS 562910. The size standard is 750 employees. This requirement is a total SET-ASIDE for Small Business and 8(a) entities. A Subcontracting Plan is not required. Note No. 1: All prospective contractors and their subcontractors and suppliers must be registered in beta.sam.gov before they will be allowed to download solicitation information. Contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ prior to award of this contract. Solicitation documents, plans and specifications will only be available via beta.sam.gov. Registration for plans and specifications should be made via beta.sam.gov Internet Homepage. If you are not registered, the United States Government is not responsible for providing you with notifications of any changes to this solicitation. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax requests will be accepted. Registration should be completed one week prior to the issue date. It is therefore the Contractor�s responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest.
