Description
The purpose of this�Sources Sought�is to conduct market research for highly qualified contractors to provide sustainment and integration support services for Program Manager (PM) Medium and Heavy Tactical Vehicles (MHTV).� This request is for planning purposes only and does not constitute Invitation for Bids, Request for Proposals, Solicitation, Request for Quotes, or an indication the Government will contract for the items contained in this The purpose of this RFI is to conduct market research for highly qualified contractors to provide sustainment and integration support services for Program Manager (PM) Medium and Heavy Tactical Vehicles (MHTV).� This request is for planning purposes only and does not constitute Invitation for Bids, Request for Proposals, Solicitation, Request for Quotes, or an indication the Government will contract for the items contained in this RFI. The Government will not reimburse respondents for any cost(s) associated with submission of the information being requested. PM MHTV falls under Portfolio Manager Logistics Combat Element Systems within Commander Marine Corps Systems Command.� PM MHTV is responsible for total life-cycle management of Medium Tactical Vehicle Replacement (MTVR), Logistics Vehicle System Replacement (LVSR), M1095 HIMARS 5 Ton Cargo Re-Supply Trailer, and Truck, Firefighting, Aircraft, Crash and Structure Fire, A/S32P-19A Replacement (P-19R).� The Program Management Office (PMO) requires a contractor possessing the technical acumen to assist in a wide range of product support/sustainment activities.� The contractor will produce engineering change proposal drawings and technical data in support of the aforementioned vehicles.� The contractor shall develop all models and drawings in accordance with ASME Y14 using Solid Modelling Software (such as Creo and Computer Aided Design). The contractor will utilize the solid models for Finite Element Analysis (FEA), and other vehicle Modeling and Simulation (M&S) analysis and TM illustrations. The contractor will have the technical acumen on the different variants of each family of vehicles within PM MHTV portfolio and detailed knowledge of the parts obsolescence and design differences of the vehicles.� The contractor will design, develop, procure, and install the engineering change proposals.� In addition, the contractor will provide logistics data products, training, and the technical data package to include technical manual updates. Place of performance will be at the contractor's facility, the majority of the work can be performed outside Virginia, however the contractor must have a location within 50 miles of Quantico. �Anticipate this effort will be Indefinite Quantity Indefinite Delivery, with task orders, with a period of performance of one (1) base year with four (4) option years. Contractors responding to this RFI should be registered in the System for Award Management (SAM) and have completed their Online Representations and Certifications Application (ORCA). Respondents are requested to include information such as: Company name, address, email, telephone number, points of contact, Commercial and Government Entity (CAGE) Code, size of business pursuant to North American Industrial Classification System (NAICS) code 541330 (Engineering Services).� Contractors responding to this RFI are requested to provide information concerning their ability and technical experience with the different vehicles identified above.� In addition, contractors are requested to respond to the following questions: (1) Is your business a large or small business? �(2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? �(3) If disadvantaged, specify under which disadvantaged group and whether your firm is certified under Section 8(a) of the Small Business Act?� (4) Is your firm a certified HUBZone firm?� (5) Is your firm a woman-owned or operated business?� (6) Is your firm a certified Service-Disabled Veteran-Owned Business? (7) What are your company's core competencies?� (8) Does your company have a current SeaPort account?��To the maximum extent possible, please submit non-proprietary information. All information received in this RFI marked �Proprietary� will be handled accordingly. Responses to the RFI will not be returned nor will receipt be confirmed. In accordance with FAR 15.201(e), responses to this RFI are not offers and will not be accepted by the government to form a binding contract. Contractors that possess the expertise, proven capability and experience to fulfill the preceding requirements are invited to submit technical and management capabilities addressing the requirements in writing. Electronic responses are required.� �Please send responses via e-mail to�duane.coats1@usmc.mil by noon 11/7/2020.� Please reference the title of the RFI in the subject line. Limit your response to no more than 10 pages (size: 8.5 x 11 pages, double spaced, with 1 inch margins), using Times New Roman 12 pt. font or equivalent.� Do not include, attach, or send brochures in addition to your response.� The use of graphics/photos/pictures of vehicles in the PM MHTV portfolio are not recommended as indication of experience.� Responses should be submitted in Microsoft Word 2016 or Adobe Acrobat.� Zip files are not acceptable.� The Government appreciates your interest and emphasizes that this RFI is for market research purposes only.
