Description
USACE, �Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to The Texas A&M University System (TAMU); 301 tarrow ST FL7; College Station, TX 77840-7896�for an on-demand carbon nanomaterials -based thermal�patterns Prototype. The development of a proof of concept� on-demand conductive carbon nanotube (CNT)-based thermal patterning was recently created and a functioning prototype for on-demand carbon nanomaterial-based thermal patterning is required for ongoing research projects. CNTs rapidly heat under radio-frequency (RF) fields and CNT loaded materials also heat under low frequency RF fields.� The recently developed concept that the CNT coated substrate could be pulsed with a RF field to allow for on-demand rapid heating shall be used to create a thermal image duplicating the heat signature of any desired object over a service of pixels over a target area is required.� All intellectual property developed for this scope of work shall be owned by the government.� The government reserves the rights to approve or disapprove of publications or patents filed by the contractor. �In order to reduce research variables and to maintain consistency with research data that has been previously collected, the required�Prototype must have�carbon nanomaterial based thermal patterning �compatibility. The applicable�North American Industrial Classification System Code (NAICS) code that this work falls under is 541713, with a size standard of 1,000 employees. This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Responses to this requirement may be submitted to�Penny Powell�at Penny.Powell@usace.army.mil. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 3:00 PM CST, Wednesday, 21 October 2020.
