- N0016421RJQ85 � SOLE SOURCE � BINOCULAR NIGHT VISION DEVICE SPARE PARTS - FSG 5855 - NAICS 334511 Anticipated Issue Date 06 October 2020 - Anticipated Closing Date 21 October 2020 - 2:00 PM EST� This synopsis is being posted to http://www.beta.sam.gov/. �Beta.sam is the single point of entry for posting of synopsis and solicitations to the internet.� Please feel free to use the Beta.sam site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane�s requirement for the procurement of spare parts for Visual Augmentation Systems Binocular Night Vision Device (VAS BNVD) AN/PVS-31A and United States Special Operations Command Binocular Night Vision Device (USSOCOM BNVD) AN/PVS-31B. The Government anticipates awarding a 5-year, Firm-Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract, with 5 additional options years. An estimated contract value of $47,550,000 for spare parts for the BNVDs on a sole source basis will be awarded to L3 Technologies Inc, 9 Akria Way, Londonderry, NH 03053, in accordance with FAR 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.�� The Contractor shall deliver the spare parts FOB Destination, NSWC Crane, Crane, IN.� This is being sole sources because L3 Technologies Inc. is the original equipment manufacturer (OEM), and holds proprietary rights to the data and drawings for the BNVDs. Spare parts coming from another manufacturer would require additional time for reverse engineering of parts and qualification testing to ensure the parts are compatible. This would cause detrimental delays of the repair time for the BNVDs, and a duplication of cost that the Government is not expected to recover through competition.
