Description
NASA/NSSC has a requirement for collaboration work on developing methods to synthesize quantum dots with different absorption peaks. NASA/NSSC intends to issue a sole source contract to Massachusetts Institute of Technology 77� Massachusetts Ave. Cambridge Massachusetts 02139-4301 under the authority of FAR 13.106-1(b)(1)(i).� It has been determined that Massachusetts Institute of Technology has the unique characteristics susch as monodisperse quantum dots of different materials, unique ability to synthesize different batches of quantum dots with each batch having a unique absorption spectrum over the range of 400 nm to 700 nm, precise control (down to hundredths of nanometer) over the size of quantum dots that allows them to make two batches of quantum dots that have the peak absorbance only 2 nm apart from each other. NASA/NSSC will be the procuring center for this effort. Performance will be located at Massachusetts Institute of Technology,�Cambridge Massachusetts.� The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this procurement is 611310. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Easternl Standard Time on October 09, 2020.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
