- 36C25021Q0051 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Patient Lifts The Cleveland Department of Veteran Affairs Medical Center (CLEVAMC), 10701 East Blvd Cleveland, OH 44106 intends to solicit and negotiate with only one source under the authority of FAR 13.1061(b)(1)-Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 339113 with a small business size standard of 750. The VA intends to solicit and negotiate with Guldmann Inc. 14401 McCormick Dr., Suite A Tampa, FL 33626. The CLEVAMC, Cleveland, Ohio is requesting a contractor to provide all labor and materials to perform site prep and install permanent ceiling and/or wall mounted patient care lifts for use across the CLEVAMC. The Guldmann Ceiling Lift system allows for a decreased risk of caregiver injury and patient comfort during transfer and patient care by reducing manual handling of the patient, thus preventing patient and staff injuries. When manual handling is reduced, patients can be more comfortably transferred and repositioned, which leads to less injury, tissue shearing, pressure ulcers and falls. Guldmann ceiling lifts are currently used exclusively throughout the Medical Center (acute and long-term care), along with specialty, procedural areas and CBOCs. Availability and use of this equipment is required to maintain compliance with and adherence to the VHA Safe Patient Handling and Mobility Program Directive 1611 (3-23-2018), as well as the Medical Center s policy on Safe Patient Handling and Mobility (MC 118-034). Standardization of equipment type, and brand is important for staff education and patient care. Other persons may identify their interest and capability to respond to this requirement by Thursday, October 8, 2020 at 2PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
