- The U.S. Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Network Contracting Office (NCO) 10, under 38 U.S. Code § 8127(c) intends to negotiate a sole source contract with PDS Consultants Inc. This sole source is needed to ensure continuity of services during the transition of the manufacturing component to our optical lab and the dispensary component to a new contractor. PDS Consultants Inc. will continue to provide eyeglass manufacturing and/or dispensing services in support of NCO 10 - Ohio eyeglass needs for VA Medical Centers, VA Ambulatory Care Center (VA ACC) and Community Based Outpatient Clinics (CBOC's) for the period of October 17, 2020 to November 30, 2020. Dispensing and/or Fabrication of prescription eyeglasses shall be in accordance with the proposed schedule identified in the Statement of Work. The North American Industry Classification System Code (NAICS) is 339115. The Government believes that PDS Consultants Inc. is the only provider that can continue to satisfy the agency requirements during this transition period ; therefore, the Government intends to proceed with a sole source for the dispensing and/or fabrication of prescription eyeglasses. This procurement is being conducted under 38 U.S. Code § 8127(c) - Sole Source Contracts for Contracts Above Simplified Acquisition Threshold. This notice of intent is not a request for competitive quotes. No solicitation document is available; however, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within three (3) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information can be sent to the Contracting Officer, VA Ambulatory Care Center, 420 N. James Road, Columbus, Ohio 43219-1834 or emailed to gina.crank@va.gov. Responses received will be evaluated, however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the VA Network Contracting Office 10 will proceed with the sole source negotiation with PDS Consultants Inc.
