THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Reference#: Req 1012209. Wildlife Services (WL) intends to award a firm fixed price sole source five (5) year Blanket Purchase Agreement under the authority of FAR 13.106-1(b)(1)(i), only one source being available to meet the Government�s needs, to: Washington State Department of Transportation 2901 3rd Ave Seattle, WA 98121-1012 Washington State Department of Transportation is the only source that can provide these transportation services, no other company was found that has authorized third-party service providers. The objective of this sole source award is to procure inland water transportation service.� The USDA APHIS Wildlife Services program in Washington State is working throughout Western Washington on and around the Puget Sound and the various Islands with in the Sound. The only way to reach the various worksites is by WA State DOT Ferry Boat.� USDA APHIS Wildlife Services of Washington State needs to have the BPA renewed with WA State DOT.� This will give our employees the ability to travel through western Washington with Trucks and equipment to accomplish daily mission critical work. This notice of intent is NOT a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this proposed action is based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive (i.e. non-brand name) procurement is in the best interest of the Government. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work and are able to provide valid certification to provide service validated by Washington State Department of Transportation.� Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point.� All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 4:30 Local Time, October 9, 2020.� Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address: Latisha.a.hollman@usda.gov.
