Description

Naval Air Systems Command (NAVAIR) intends to award a sole source Cost-Plus-Incentive Fee (CPIF) contract modification to Alliant Techsystems Operations, LLC under N00019-19-C-0050 for the procurement of Research, Development Test and Evaluation (RDT&E) supplies and services in support of Engineering and Manufacturing Development (EMD) phase of the Advanced Anti-Radiation Guided Missile Extended Range (AARGM-ER) program. The scope of work is pursuant to AARGM-ER completing system verification and production readiness reviews, supporting AARGM-ER system-level testing through Operational Test, providing AARGM-ER test articles to support United States Air Force (USAF) interests, and providing product and product line optimization to meet accelerated delivery requirements for the AARGM-ER capability. The Contractor will provide engineering, logistics, and testing including onsite test support for Government test requirements. Activities will include system level design, integration, test, logistics, manufacturing of test articles, purchase of long lead material, production readiness, flight readiness, developmental test, and operational test support. The contractor shall provide qualified personnel, material, facilities, equipment, software, training, program and project management, engineering, technical and production services/facilities for the development of the AARGM-ER. Contract deliverables may include but are not limited to: design, analysis, integration, logistics and manufacturing, documentation, test and evaluation documentation, and test articles. These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements."" As the sole designer, developer and manufacturer of the AARGM missile, Alliant Techsystems Operations, LLC is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government's requirements. This synopsis is published for informative purposes (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
