- This Combined Synopsis/Solicitation (CSS) is issued as a Request for Proposal (RFP) for Full and Open Competition. This is a CSS for commercial services prepared in accordance with the procedures in Federal Acquisition Regulation (FAR) Subpart 12.6 and is being utilized in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in FAR Part 15.101, Best Value Continuum. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-01. In accordance with (IAW) FAR 12.603(c)(2)(i), this announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The NAICS code applicable to this solicitation is 541620 � Environmental Consulting Services, which has a size standard of $15M. The FAR requires that prospective contractors complete electronic annual representations and certifications in conjunction with their required registration in the System for Award Management (SAM) https://www.sam.gov. � FAR Provision 52.212-1, Instructions to Offerors, Commercial, and FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders, Commercial Items apply to this acquisition. See attached Performance Work Statement (PWS) in regards to 52.212-5 for additional FAR clauses cited. FAR provision 52.212-2, Evaluation, Commercial Items, is utilized. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance, and Price. The technical approach and past performance evaluation factors, when combined, are significantly more important than the price factor. All evaluation factors, other than price, are considered equal.� Questions must be submitted in writing via email to Joshua.Adams@gsa.gov no later than 2:00 pm Eastern Time on 10 15 2020.� Please utilize the Question Template attachment of this PWS to submit all questions. Questions or requests for clarification submitted by any other means will not be accepted, including oral communications. The Government reserves the right to deny any questions or clarification requests received after the aforementioned date. Description of Requirement: See attached Performance Work Statement Periods of Performance and Place of Performance: The below table details the periods of performance. � Base Year 12/15/2020 12/14/2021 Option Year 1 12/15/2021 12/14/2022 Option Year 2 12/15/2022 12/14/2023 Contract Type: The contract type is a hybrid type contract, incorporating a mix of Time and Material (T&M), and Cost Reimbursable (CR) No Fee pricing arrangements. Submission: � Proposals for this solicitation will only be received via the AASBS Portal. �Do not delay AASBS Portal registration, https://portal.fas.gsa.gov. Contact the AASBS Help Desk at 877-472-4877 to complete your AASBS Portal registration.� In order to access this RFP in the AASBS Portal for submission of a proposal, all interested parties shall send the exact individual name and the company�s name that individual is registered under in the AASBS Portal via an email to the the GSA Points of Contact (POC) at joshua.adams@gsa.gov no later than 2:00 pm Eastern Time on 10 15 2020. The individual�s name provided must be exactly as it appears in AASBS Portal. Vendors will not be able to access this RFP in AASBS Portal without providing this requested information to GSA. It is the offeror�s responsibility to ensure vendor registration in the AASBS Portal, notification of AASBS registration to the GSA POC, and submission of the proposal are completed before the RFP closing date and time. Offerors that submit a proposal but fail to properly register in AASBS Portal will result in an �Unregistered Vendor Quote�.� An award cannot be made to an �Unregistered Vendor Quote�. An �Unregister Vendor Quote� may be considered failure to submit a proposal via AASBS Portal and may result in the offeror�s exclusion from consideration. Extension of the RFP closing date and time will not be granted due to late registration in the AASBS Portal or failure to provide registration information to the GSA POC in a timely manner. AASBS Portal requires that information under the ID number in AASBS Portal be an exact match with the information in the System for Award Management (SAM) https://www.sam.gov. An award cannot be made if the following information in each system does not match. SAM Legal Business Name SAM Doing Business As (DBA) SAM Physical Address SAM Remittance Address Federal Tax ID (Employer�s Identification Number) DUNS (Data Universal Numbering System) General Information: Any proposal received by GSA after the RFP closing date and time is late and shall not be considered for award.� Offerors are expected to examine this entire PWS document; failure to do so will be at the offeror�s own risk. Information in an offeror�s proposal must be furnished entirely in compliance with the instructions and each document shall be complete; no information or material may be incorporated by reference and no internet links to other information may be provided. Any information incorporated by reference or provided by an internet link will not be considered to be contained within an offeror�s proposal. Failure to provide proposals in compliance with these instructions may result in exclusion from consideration and rejection of the entire proposal. Proposals shall set forth full, accurate, and complete information as required by this solicitation package. The penalty for making false statements in proposals is prescribed in 18 U.S.C. 1001. Offerors submitting any proprietary or restricted information/data shall mark it as such. The Government assumes no liability for disclosure or use of unmarked information/data for any purpose. Unless restricted, information/data submitted in response to the RFP may become subject to disclosure to the public pursuant to the provisions of the Freedom of Information Act (5 U.S.C 552). All proposal development costs shall be borne by the offerors without reimbursement from GSA.
